March 16 was “Crossover Day”: the sink or
swim day for these bills in House or Senate

was a critical day in the 2011 ses
sion of the Georgia Legislature
because it was what is called
Crossover Day, which is the day
during which bills originating in
either the House or the Senate had
to pass that chamber before the
end of the day in order to possibly
be enacted in 2011. During the
final ten days of this session each
chamber must consider the bills
passed by the other chamber and

County moves forward with projects

The Carroll County Board of
Commissioners gathered for a
special called meeting on
Thursday, March 24, at the
Commission Chambers to vote on
bids for projects taking shape in
the county.
The first was the consideration
of proposed bids for clearing,
grubbing, grading, storm drain
age, and erosion control at the
Little Tallapoosa Park. A presenta
tion on the details was given by
Russ Benedict, purchasing man
ager, and Randy Simpkins, project
manager. The board voted unani
mously, 6-0, to go with Carrollton
Grading, who had the lowest bid
of $375,107. The motion was
made by District 4 Commissioner
John Wilson and seconded by
District 3 Commissioner Ashley

The Vineyard and Winery Association of West Georgia, at almost one year old, now

Health board
waits for
Fitzgerald’s help
in resolving
money issues
with state

The Carroll County Board of
Health met at the Carroll County
Training Center for their regular
meeting on Wednesday, March
23. The training center is a facility
that assists “people with develop
mental disabilities and their fami
lies to have and make choices that
lead to valued lives through
meaningful community presence
and participation.”
At the top of the meeting, chair
man Jack Birge gave Statements
concerning the current state of the
health board. He has been stead
fast in his quest to help the Carroll
County BOH separate from
Health District 4 and become it’s
own district. The matter passed
the BOH, but in light of the
appointment of a new Director of
the Division of Public Health for
the Georgia Department of
Community Health, Dr. Brenda
Fitzgerald, the Carroll County
Board of Commissioners decided
to table the matter indefinitely.
Had the BOC voted to go forward
with the separation, the matter
would have gone before the
Georgia General Assembly.
At the BOH meeting, Birge
asked District 4 interim Health
Director Dr. Alpha Bryan about
answers to questions he had
mailed to her and Dr. Fitzgerald.
In recent weeks, Dr. Bryan has
attempted to sway the BOH as
well at the BOC into reconsider
ing the attempt to separate from
the district by way of a presenta-
