New justice center continues
ahead of schedule, under budget

Progress on the new Carroll
County Judicial Center is moving
ahead steadily, is on schedule, and
is expected to continue to be under
budget. At the West Georgia Trial
Lawyers Association meeting held
Wednesday, April 20, Randy
Simpkins, SPLOST project man
ager, and Superior Court Judge
John Simpson gave a presentation
on the status of the center.
Simpkins, who oversees all
SPLOST projects in the county,
gave an overview on the five-story
structure, focusing on how it will
accommodate attorneys with
amenities like new technologies
and advanced security.
Originally designed to have four
floors, Simpkins said due to low
bids and a good economy for con
struction needs, a fifth floor was

Historic courthouse to receive “facelift” with SPLOST funds

Lawyers Association meeting about the new justice center and the facelift the old
courthouse would receive. Shown above is an artisit’s rendering of the plans: an
exterior cleaning will be done, window improvements (more energy efficient) and an
addition will be added: a porch/balconey (see above right side of building) where
visitors may sit and view Newnan Street and perhaps where weddings may be held.

Member Mike Huckeba resigned
his District 4 seat, which he has
held for over six years since it’s
creation, on April 14, citing fam
ily concerns. Huckeba’s term
expires in December 2012.
Carroll County Superintendent
