Primary Election draws the attention of small percentage of voters; runoff July 22 for District 4 county commission seat by Sam Gentry The May 20,2014 Primary Election yielded some clear winners locally and statewide, with one runoff race in Carroll County for the District 4 commission seat. Of the 1,957 votes cast in the District 4 race, incumbent John Wilson received 731, while chal lenger Michelle Morgan received 861, and Wally Dedman garnered 365. A runoff between Wilson and Morgan will be held Tuesday, July 22nd to decide the winner. There are 54,878 registered voters in Carroll County. Total ballots cast was 8927 for a turnout of only 16.27% of current active voters. In the District 2 race, incumbent Vicki Anderson defeated Marc Lattanzio to earn another term in the seat. The 2014-2015 budget is $868,637 more than the 2013-2014 budget that was adopted last June. The 2014-2015 budget is $52,071 more than the current budget after a series of amendments.
