The election to decide the
mayor’s seat in Villa Rica has
three candidates: incumbent Jay
Collins, Jodi Mount and Michael
Day. The election will be held
Tuesday, Nov. 3rd.
Candidate (Mayor) Jay Collins
“We are VR” has become the
mantra of the City of Gold since
J. Collins took office as mayor in
January of 2004. One of his goals
was to bring a sense of pride and
cohesion to the city, and he’s
been very successful. One can
hear “We are VR” sung out at
most public gatherings now from
cluster meetings, to The Mill
events.
When Collins was a freshman
at Villa Rica High School, his
grandfather, Edwin Busbin, was a
member of the city council. This

Executive Directive Matt Windom pre
sented a status report to the Board of
Directors at their meeting held on
September 17, 2015. The active cus
tomer base was 17,149. The Snake
Creek Water Treatment Plant operated
at 65% of its capacity, processing 5.22

Local Option Sales Tax in the
amount of 1 percent. This tax will
be for the purpose of raising not
more than $98,000,000 for the
Carroll County Board of
Education and will begin January
1,2018.
The proposed SPLOST amount
includes the costs of past over
commitments (overspending) in
projects plus new projects. The
November referendum has been
timed two years out from the end
of the existing SPLOST so that if
the referendum fails this
November, it can be put before
the voters again on November of
