With the 2002 General Election, Carroll
County, along with the rest of the state,
changed to paperless electronic voting
machines: there was no longer a paper trail as
proof of an individual’s voting choices. But,
within short three years, paperless voting had
soured in the minds of voters.

With the resignation and exit of Carroll
County Commission Chairman Marty Smith
mid-term [term expires Dec. 31, 2020] an
interim chairman has been named and an
election date for a new chairman has been
decided. Two district commissioners have
announced intention to run for the chairman
seat: District Commissioner Michelle Morgan
and District Commissioner Lee Powers.
Long time District 6 Commissioner George
Chambers was nominated and unanimously
voted in as interim chair at the March 5th

Governor Brian Kemp has
signed into law a bill the Georgia
General Assembly unanimously
approved to reverse last year’s law
change that stated that drivers did
not need to stop if they were meet
ing a school bus traveling in the
opposite direction. If the highway
is divided with a grass median or
solid barrier, traffic does not have
to stop for a school bus traveling
in the opposite direction. If there is
a divided highway or a highway
divided by a turning lane, traffic
moving in the direction opposite
the school bus must stop.
Senate Bill 25, was introduced
by Sen. Bill Health R District 31
(Bremen) and is immediately in
effect with the governor’s signa
ture and is now law.
Representative Ginny Ehrhart R
District 36 (Powder Springs) was
also instrumental in this bill.
The bill reads as follows: “Code
Section 40-6-163 of the Official
Code of Georgia Annotated, relat
ing to duty of driver of vehicle
meeting or overtaking school bus,
reporting of violations, and civil
