New voting machines will replace
17 year old electronic system
that has no paper trail

Georgia Governor Brian Kemp has signed
legislation (House Bill 316) making it law to
replace Georgia’s 17 year old electronic vot
ing machines with a touchscreen and paper
ballot election system. The new system will
provide a paper record to verify vote counts.
The state’s 27,000 direct recording elec
tronic (DRE) voting machines - that do not
have a paper ballot back-up - will be replaced
by a new ballot-marking device system. Prior
to the DRE system, voters used the “bubble”
marking paper ballot.

Five seek office of commission chairman: four
are past/immediate past district commissioners

Five candidates have qualified for the
office of Chairman of the Carroll County
Board of Commissioners (Commissioner of
Roads and Revenue). Four have served as a
district commissioner for Carroll County;
one from District 2, two from District 4,
and one from District 5. The fifth
candidate retired from AT&T. Qualifying
was held for two and a half days, April 24-
26. Each of the five paid the $2725
qualifying fee. These monies ($13,625)
were paid directly to the Carroll County
government, with the purpose of paying for
the cost of elections).
A Special Election will be held Tuesday,
June 18th. If necessary, a Special Run-Off
Election will be held Tuesday, July 16th.

Carroll County bidding process underway: bids taken on bridge; road striping/marking

Proposed commission

County takes bids on bridge project;
road project; 2 trucks; and 9 SUVs

The county took bids on Monday, April
22, 2019, on two projects in April: one for a
bridge, Tyus-Carrollton Road over the Little
Tallapoosa River; and one for 50 miles of
roadway re-striping/ pavement markings.
Bids were opened by Public Works
Superintendent Charles Pope while County
Purchasing Agent Janice Duff documented
the proposals. A total of six companies bid
on the bridge project, and four companies bid
on the road project. The low bidders on each
project received unanimous approval of the
Carroll County Board of Commissioners
during the Tuesday, April 23rd Special
Called Meeting.
Low bidder on the bridge project was
Baldwin Paving Company for
$1,146,770.93. The low bidder on the 50
miles of county roads re-striping/marking
project was Tidwell Traffic Solutions for
$169,824.60. The Georgia Department of
Transportation added funds to the project,
and the county will now be able to re-stripe
60 miles of county roads.
