The county’s finance director Alecia Searcy presented the financial recap stating that “revenues were strong” and the county is “$4 million ahead in cash of last year . . and will exceed our budget.” She added that “department heads are a doing a good job of maintaining expenses.” Chairman Morgan then asked if there were any questions from the board for Searcy. Commissioner Ernie Reynolds, who is a retired auditor from the Georgia State Deprtment of Audits, said he had “a couple” of questions. In particular, he asked if there was a solution to remedy the lateness of some invoice postings to the county’s monthly financial reports as this can produce an inaccurate financial picture for individual months. Reynolds said, “Some of the postings of, I guess you call it accounts payable, were tun ning late. . . the postings we [commission board] are seeing don’t represent a true pic ture of all the bills. So, I just wondered if there is a reason for those running late? Or is there something we need to do to catch those up?” Searcy answered that “at this point, we are caught up. . . that’s one of the downsides of not running a full accural accounting system. . . we post our payables when we get them. . . in a full accural system, you would go ahead make that accrual at the end of the month. But, in governmental accounting, you don’t do it that way. That’s a downside of doing our accounting.
