Chairman Morgan states the job is “Susan Mabry’s [the Carroll County Clerk] position...
not county manager, operations manager... not an extra person”
But ACCG clearly defines county clerk and county manager as two separate positions with a
county manager job having a high level of authority to make decisions on the county’s behalf

County Clerk versus County Manager
A County Clerk is a technical and perfunctory position with
clearly defined duties earning no authority to hire or fire,
nor supervise employees
A County Manager or Administrator is responsible for the
day-to-day operations of the county, including supervising
employees and preparing an annual county budget

of a two day event on April 27th and April 28th. The vaccine was free, and no appointment was
necessary. Walk-ins were welcomed with a smile, a touchless temperature check, and some medical
forms to fill out.
Over the two days, 734 first-doses and 44 second doses of the Pfizer-BioNTech vaccine were
adminstered. As of May 4th, Tanner has adminstered a total of 21,029 doses of CoVID-19 vaccines.
After receiving a vaccine, participants were asked to wait 15 minutes before exiting, hence the huge
