nomination and vote each year. Chainnan
Michelle Morgan seconded the motion.
Motion passed with a vote of 4-3 with
McLendon, Morgan, Fuller, and District 6
Commissioner Danny Bailey voting to
approve. Opposing were District 2
Commissioner Clint Chance, District 3
Commissioner Tommy Lee and District 5
Commissioner Ernie Reynolds.
Financial Update showed Y-T-D income at
$38,798,677, being 53% of budget; expendi
tures at $29,506,410, or 40.3% of budget.
Public Works Superintendent Danny Yates
updated the board on bids for the crushing of
concrete and debris at the College Street
admininstration building. He said that
Complete Demolition Services proposed to
charge $1.00 (one dollar) for their in-kind serv
ices if the county will provide trucking of the
cmshed concrete to their property at 330 Cross
Plains Hulett Road. A savings will be realized
for the county on trucking the material. In
response to a question by Commissioner Fuller,
Yates said, yes, that some of the cmshed mate
rial will be kept on the site for base use.
This proposal was approved unanimously by
the board.
Chief Judge John Simpson made an ARPA
presentation regarding the request of $313,600
funded by ARPA for technology in the superior
courthouse Rooms A, B and C, which is part of
a larger project to modernize the courthouse
and complete the fifth floor. He requested that
the money fronted by the county for this Audio
Visual project does not count against the
$500,000 ceiling for ARPA expenditures prior
to reimbursement.
Judge Simpson said that the Office of
Planning and Budget and the Administrative
Office of the Courts are in bureaucratic battles
which has resulted in the ARPA reimburse
ments lagging by two to three months, but, in
answer to Commissioner Bailey, he said he
feels comfortable that the county will get the
reimbursements due. He said the reimburse
ments have been approved at different levels
already.
Judge Simpson gave appreciation and credit
to Sydnie North for her work on this project, as
well as Robert Evans, Chainnan Morgan,
Finance Director Alecia Searcy, and Keith
West. He said the fonns and procedures created
by them are now being used all over the state in
handling this grant.

The Resolution was passed by the board
unanimously.
Zoning Request Z-23-12-01 was presented
to the board, a request to rezone 4.83 acres
located at 815 Roopville Road from
Agricultural to Commercial by applicant
Jeffrey Smith, to open a mercantile store with a
kitchen where he will sell USDA and Health
Department inspected meat, along with plant
seed, fertilizer and feed, and used fann equip
ment. Smith stated that no killing of animals
for the meat would be done on the property, but
he would like to have the butcher shop and
kitchen to prepare stew, etc. to be sold in the
store. Store will be 30x40 enclosed structure.
Request was approved 7-0 by the board with a
stipulation that any other use in the future will
have to go back before the board for approval.
Special Presentations were given to Warden
Otis Wilson who finished 40 hours of training
in Pre-Command and Deputy Warden Alex
Rainwater for 40 hours in Security, Finance
and Administration at the Georgia Department
of Corrections Administration Academy.
Warden Wilson also graduated from the
University of West Georgia. Chief Counselor
Sherry Kimball received her Certification in
the On-the-Job Certificate Program.
Board voted to go into executive session and
the regular meeting was adjourned.
