In compliance with Section 106 of the National Historic Preservation Act of 1966 and amendments thereto and in coordination with the State Historic Preservation Officer (SHPO), GDOT Bridge 085-0019-0 has been determined to be eligible for the National Register of Historic Places (NRHP). Due to its NRHP eligibility, GDOT is making this bridge available in compliance with 23 U.S. Code 144(g), which states: (5) Preservation - Any State that proposes to demolish a historic bridge for replacement project with funds made available to carry out this section shall first make the historic bridge available for donation to State, locality, or responsible private entity if the State, locality or responsible entity enters into an agreement- (A) to maintain the bridge and the features that give the historic bridge its historic significance; and (B) to assume all future legal and financial responsibility for the historic bridge, which may include an agreement to hold the State transportation department harmless in any liability action. (6) Costs incurred - (A) In general.—Costs incurred by the State to preserve a historic bridge (including funds made available to the State, locality, or private entity to enable it to accept the bridge) shall be eligible as reimbursable project costs under this chapter in an amount not to exceed the cost of demolition. (B) Additional funding.—Any bridge preserved pursuant to this paragraph shall not be eligible for any other funds authorized pursuant to this title. GDOT Bridge 085-0019-0 is being made available "as is." A summary of significance and the current condition of the bridge is as follows: • The 1956 Steel Stringer, 6-span bridge is located 7.6 miles southeast of the City of Dawsonville. It is located along SR 136 overToto Creek / Lake Lanier. The bridge is composed of thirty beams supported on H-pile and concrete cap beam bents. The beams are made continuous by bolted splice plates and welded continuity diamond shape plates to the flanges. Pipe railings on concrete posts ornament the bridge. • The bridge was determined eligible for the NRHP under Criterion A by GDOT and the Georgia Historic Bridge Survey (GHBS) for is association with the U.S Army Corps of Engineers (USACE) and its initiative to construct Buford Dam and Lake Lanier as part of a multi-purpose water control project on the Chattahoochee River. • The property was also evaluated under Criterion C; however, according to the GHBS, "this example is typical of hundreds of nearly identical replacement stringer bridges built by the state highway department from the 1920s to 1966 as part of their improvement of the state highway system. The bridge is not historically or technologically significant." Thus, GDOT Bridge No. 085-0019-0 only meets Criterion A for listing on the NRHP. • The eligible boundary of the bridge is limited to the bridge footprint and contains all National Register qualifying characteristics and features of the property. • The structural sufficiency has been rated as 60.7 out of a possible 100, and the bridge is deemed structurally deficient. Its overall length is 272 feet and has a total deck width of 26.8 feet. • A structural analysis shows a lower than expected carrying capacity in the substructure of the bridge. In addition, the existing structure was designed using an H-20 vehicle, which is below current standards. The overall condition of this bridge would be classified as fair. The deck is in fair condition with heavy abrasion, exposed aggregate, and transverse cracking in all spans. The superstructure is in fair condition with moderate corrosion with section loss in the steel beams and diaphragms. The substructure is in fair condition with minor cracking in the concrete caps and moderate corrosion with section loss in the steel piles. This bridge is classified as having an unknown foundation and therefore could be at risk for scour. Due to the age of the structure, the unfavorable results of the structural analysis of the bridge, and the unknown foundation of the substructure, replacement of this 66-year old bridge is recommended. All expenses incurred in removing, relocating, rebuilding, and maintaining the bridge at a new location, as well as the expenses associated with acquiring the new site, shall be the sole responsibility of the State, locality, or responsible private entity (the"recipient") and not the Department. The recipient shall be required to enter into an agreement assuming responsibility for the bridge in its existing condition, including any and all structural deficiencies, and any unanticipated costs needed to repair those deficiencies; and holding harmless the Georgia Department of Transportation, the State of Georgia, the Federal Highway Administration, and any of their authorized agents from any and all liability, including but not limited liability arising from third party claims. In the event the structure becomes damaged or destroyed during removal and relocation, the applicant will be solely responsible for any repairs or removal of structural debris.
