Gov. Kemp signs five
education bills into law

Gov. Brian Kemp Thursday signed five
education bills into law, including mea
sures aimed at bolstering school safety and
improving literacy.
“These bills will help improve literacy
in our state and ensure our schools have
the resources they need to provide a safe
and healthy learning environment for both
students and teachers,” Kemp said.
“As governor, and as a father of three
daughters, I want to make sure every
Georgia student can take part in the
unprecedented opportunity here in the
Peach State.”
Kemp signed into law the Safe Schools
Act, a key part of his legislative agenda
this year. The new law requires all public
schools to conduct an “intruder alert drill”
by Oct. 1 of each school year. It also cre
ates a voluntary school safety and anti
gang endorsement that teachers and other
school employees can earn by completing
a training program.
Kemp also signed two bills aimed at
improving early literacy in Georgia.
The Georgia Early Literacy Act, spon
sored by Rep. Bethany Ballard, R-Warner
Robins, a former teacher, aims to improve
the quality of early reading instruction.
The new law will require schools to
screen students from kindergarten to third
grade on their reading proficiency three
times a year. Students who are identified
as falling behind in reading will receive an
individual reading improvement plan with
in 30 days of being identified followed by
intensive reading intervention until they
catch up.
School systems will also be required to
amp up training of teachers in “the science
of reading” - a method of teaching reading
that draws on evidence from psychology
and neuroscience and includes phonics
instruction.
A companion bill sponsored by state
Sen. Billy Hickman, R-Statesboro,
requires Georgia to set up a 30-member
Council on Literacy. The members will
include state legislators, a state Board of
Education member, literacy experts, teach
ers, and local school district officials.
The council will be responsible for
ensuring the implementation of the Early
Literacy Act and provide an annual report
that includes recommendations for
addressing problems in the state’s literacy
efforts.
Two additional bills signed by Kemp
aim to improve school conditions for stu
dents with certain health conditions.
One new law, sponsored by Rep. Doug
Stoner, D-Smyrna, allows all Georgia
schools to obtain a prescription for and keep
on hand “ready-to-use glucagon.” This drug
helps people - often those with diabetes -
in the case of very low blood sugar. It can
be administered nasally or by injection.
Another bill signed by Kemp aims to
create safer school conditions for students
with epilepsy and other seizure disorders.
Sponsored by Sen. Jason Anavitarte,
R-Dallas, the law will allow parents or
guardians to submit a seizure action plan
to schools for students who have seizure
disorders, including epilepsy. The plans
will specify what school personnel should
do in the case of a seizure.

The Dawson County Environmental
Health Department conducted routine
inspections on the following estab
lishments from April 14-20, 2023.
Restaurants are given a letter grade
that coincides with a percentile: "A"
(90-100), "B" (80-89), "C" (70-79), "U"
(69 and below).

The program will be sponsored by the
City of Dawsonville, Dawson County
Sheriff’s Office and the Juvenile Court
System and will be geared toward juve
nile offenders who commit acts of vandal
ism or petty crimes in the city.
“Our deputy Jacob Champion... took it
upon himself to go out, meet with the
juvenile court system, talk to the sheriff
and create a community service plan
geared mainly toward the juveniles who
we’re having some problems with in
Main Street Park, the farmers market,
some other places,” Bolz said. “A lot of
times they’ll do some damage, the parents
will cut a check and we don’t really feel
like the children are learning anything, so
we’re hoping when they’re out doing
some community service that maybe their
friends will see them and it’ll deter them
from doing something in the future.”
A variety of projects might be included
in the community service work program,
including picking up trash, cleaning rest
rooms, pulling weeds, scrubbing away
graffiti and other tasks. City Attorney
Kevin Tallant developed a waiver, which
was approved by all parties, that the par
ents must sign. The city will provide the
materials and jobs for the offenders to do,
Bolz said, and Dawson County deputies
will be assigned to the city to supervise
the workers.
“I want this to be an opportunity to
build community relations with our juve
niles within the city and the county,”
Deputy Jacob Champion, who was instru
mental in helping make the program hap
pen, said.
Bolz said that the first offenders to par
ticipate in the community service work
program will be three juveniles who van
dalized the water fountains at the city’s
farmers market pavilion, and these three
young men will begin their community
service hours on April 29.
“We’re excited about this and think it’s
a great program,” Bolz said.
“It is a very great idea that Deputy
Champion had and we appreciate him and
all the work he put into getting this to
work for us,” Dawsonville Mayor Mike
Eason added.

Born April 14, 1931 in
Yonkers, NY, to the late
Leslie M. and Julia Paget,
she had lived in Dawson
County for the past 30
years having moved from
Lantana, FL. Norma
retired from the city of
Lakeworth, FL where she
worked for the Public
Works Department for 18
years. She enjoyed read
ing, knitting, and spending
time with family and
friends. Also preceding
her in death were her sis
ters, Ruth Mazza, and
Lorraine Wolge.
Surviving are her sons
and daughter in law, Leslie
and Brenda Pincheon,
Cumming, and Gary
Pincheon, Dawsonville.
A memorial visitation was
held Friday, April 21,2023
from 5 until 7 at Bearden
Funeral Home.
