The project modifications will include raising the dam crest from 50 feet to 110 feet, construction of a 2.6 mile linear 30-inch raw water pipeline in the floodplain of Russell Creek and the Etowah River, and modifications to the Hightower Water Treatment Plant to upgrade the river intake/pump station and treatment facilities to process the additional raw water. Etowah Water and Sewer Authority is the project sponsor. The proposed improvements may be partially funded by NRCS through the Watershed Protection and Flood Prevention Act of 1954 (PL 83-566), 68 Stat. 666 as amended (16 U.S.C 1001 et. seq.). The proposed project is located in Dawson County, Georgia. The National Environmental Policy Act and the Council on Environmental Quality’s regulations at 40 CFR Parts 1500-1508 require evalua tions of the potential effects of federally funded projects on human and natural resources. These evaluations include input from the public. NRCS has reviewed the potential impacts of the project and released a Draft Plan-EIS for public and agency review. Comments on the Draft Plan-EIS may be submitted during a public comment period starting April 28, 2023 and ending June 12, 2023.
