Bobby Ray
Holcomb
Bobby Ray Holcomb,
age 71, of Fayetteville,
passed away Feb. 27,
2023. He was born Oct. 21,
1951, in Fort Payne, Ala.,
to the late Ralph and Mild
red Holcomb.
He was preceded in
death by his parents and
sister, Lynn Adams.
Bobby is survived by
his loving wife, Peggy Hol
comb; daughter, Angela
Holcomb; grandchild,
Aiden Ray Hancock; as
well as extended family
and friends.
His family is thankful
Bobby was able to be an
organ donor and give the
gift of life to several other
people.
Funeral services were
held Sunday, March 5, at
the chapel of Mowell Fu
neral Home in Peachtree
City. The family received
friends prior to the service
at the funeral home.

Mr. Herbert Wayne
Waddell, age 85, of Peach
tree City, died Thursday,
March 2, 2023, at his res
idence.
Mr. Waddell was born
Sept. 3, 1937, in Thomas-
ton, to the late Newton
Waddell and the late Jewel
Poteat Waddell. He was a
veteran of the U.S. Navy
and served during Korea
and the Cuban Missile Cri
sis. He also worked as a
printer at Allstate Packag
ing and was a member of
St. Paul's Methodist
Church in Gulf Breeze, Fla.
He was preceded in
death by his parents, along
with his son, William
"Billy" Herbert Waddell;
son-in-law, Robert Brian
Valimont; brother, Mi
chael Waddell; grandson,
Elijah Jackson Valimont;
and granddaughter, Toni
Nicole Voss.
Survivors include his
wife, Frances Owens Wad
dell of Peachtree City;
daughters, Traci Lynn
(Rick) Voss, Brenda Faye
(Johnny) Niemann, Wendi

Approves QTS Site Plan, Elevations

conceptual site plan and
schematic building el
evations for the proposed
project, Excalibur Data
Center, near Highway 54,
bordered by Flat Creek
Trail and Tyrone Road,
was discussed and ap
proved at the Feb. 28
meeting of the Fayetteville
Planning and Zoning Com
mission.
QTS delivers secure,
compliant data center in
frastructure, robust con
nectivity, and real-time
access to DCIM data
through its API customer
portal, according to com
pany officials. They have
obtained a 615-plus-acre
tract of land and plan to
place a data center at the
location.

tor David Rast presented
on behalf of the applicant
and told the commission
how annexation and zon
ing were approved before
the site plan was sub
mitted.
“This particular project,
we’ve looked at this as a
part of the annexation and
zoning of the property sev
eral months ago. Once the
annexation and zoning
were approved, the con
ceptual site plan was sub
mitted and that initiated as
the development of re
gional impact by the At
lanta Regional
Commission and the Geor
gia Regional Transporta
tion Authority,” Rast said.
“That process is initi
ated so that surrounding
jurisdictions can have an
opportunity to review a
plan and to see what po
tential impacts it might
have on their infrastruc
ture, roadways, sewers,
things such as that,” he ex
plained.
Rast detailed the DRI
process and who was in
volved in deliberating ap
proval of the site plan.
“We have gone through
the DRI process that was
probably five to six months
of going back and forth.
We had meetings. Those
meetings consisted of
Georgia Department of
Transportation, Fayette
County, representatives
from a couple other
counties that were in there,
the Georgia Department of
Community Affairs. Just
several agencies were rep
resented on those. Each of
them had an opportunity
to provide comments.
Those were considered as a
part of the deliberations by
ARC and GRTA, the re
gional transportation au
thority,” Rast explained.
The notice of decision
was recently sent to Rast
and staff from GRTA, in
forming them that the pro
posal of the site plan and
building elevations cooper
ated with state guidelines.
“The Georgia Regional
Transportation Authority
found that the proposal
was in the best interest of
the state,” Rast said.
“There were a number of
transportation enhance
ments that were concluded
as a part of that rec
ommendation. The city
cannot take any action on
the application until the
notice of decision is re
ceived from GRTA. They
allowed us to move for
ward with the annexation
and zoning because that
was not related to a specific
site plan.”
Rast ended the presen
tation by requesting that
the conceptual site plan
and schematic building el
evations be approved.
