The transmission line route be gins at the existing Ashley Park 500/230kV substation and departs the site in a northerly direction, running alongside and parallel to the existing Ohara - Union City 500kV & Charles - Union City 230kV transmission line corridor for approximately 0.5 miles. The line route then turns in a westerly direction, departing said existing transmission line corridor, and continuing along a westerly mean dering line, aerially crossing over Georgia Highway #92 (Forrest Avenue) and Georgia Highway #74 (Senoia Road), for approximately 8.5 miles to a point on the south erly side of the existing Morrow - Yates Common H5kV transmission line corridor, near the existing Line Creek 230/H5kV substation. The line route then turns in a south westerly direction, running along side and parallel to the existing Morrow - Yates Common n5kv transmission line corridor, aerially crossing over Interstate Highway #85, U.S. Highway #29/Georgia Highway #14/Georgia Highway #154 (Main Street/Roosevelt High way), & Georgia Highway #70 (Roscoe Road), for approximately 15.5 miles to a point near Structure #14 on the existing Morrow - Yates Common H5kV transmission line corridor. The line route then turns in a southerly direction, departing said transmission line corridor, continuing for approximately 0.5 miles to a point near the existing Yates Common - W.L. Bonnell 46kV transmission line corridor & U.S. Highway #27 Alternate/Geor- gia Highway #16, before turning in a southwesterly direction, aerially crossing over said 46kV transmis sion line corridor and said high way, onto the Plant Yates site. After approximately 0.4 miles in said southwesterly direction, the line route turns in a westerly direc tion, continuing across the Plant Yates site for approximately 1.6 miles to a point on the west side of the existing Yates Common - Wansley H5kV transmission line corridor. The line route turns in a southwesterly direction, running alongside and parallel to the ex isting Yates Common - Wansley n5kv transmission line corridor for approximately 0.8 miles. The line route then turns in a souther ly direction, aerially crossing over and then departing said trans mission line corridor, following a southerly meandering line for approximately 2 miles to a point located approximately 500 feet south of Mount Carmel Road. The line route then turns in a westerly direction, continuing for approx imately 3.8 miles to a point near Glover Pond Road before turning in a southwesterly direction and continuing for 1.6 miles to point on the northeasterly side of the existing Ohara - Wansley 500kV & Heard County - Wansley 500kV transmission line corridor. The line route then turns in a northwest erly direction, running alongside and parallel to said existing 500kV transmission line corridor for ap proximately 0.6 miles, aerially crossing the Chattahoochee Riv er, to the existing Wansley 500kV substation on the Plant Wansley site. The transmission line route is approximately 35.8 miles in length, and traverses through portions of Coweta, Heard, Fayette, and Ful ton Counties, Georgia. It is proposed that guyed and self-supporting, steel, concrete and/or hybrid pole design struc tures will be used along the route to support the transmission line. The acquisition of new easements will be determined by require ments from the company’s con struction, operations, mainte nance, and engineering groups. Where required, the company will need to obtain new easements with widths approximately 135‘-150' wide cross-country for the required right of way. Several alternative construction approaches were considered by Georgia Power, which were reject ed for the following reasons: •Distribution Option - Distribu tion facilities are facilities with an operating voltage of less than 46 kV. The distribution facilities pres ently in this area are not consid ered a potential solution because this transmission line is needed to transmit power across long dis tances and provide transmission voltage to electric substations in the area. Distribution solutions will not allow for this to occur. •Underground Construction Op tion - Several factors make over head transmission construction more advantageous than under ground transmission construction. For example: During an outage, restoring service for underground transmission fa cilities requires more time and re sources to complete. Competition for limited utility space makes underground con struction much more complex than overhead construction. There are direct bore engineer ing and operational challenges to crossing under railroads, high ways, and streams. The cost of underground construc tion is substantially greater than the cost of overhead construction. Property owners will have more re strictions on their ability to use the company’s right-of-way when facil ities are buried underground (e.g., no vegetation other than grass, no paving allowed unless pre-ap proved by Georgia Power, etc.). •No Build Option - Not building a transmission line along this route is a risk that is unacceptable for safety and reliability reasons. A new transmission line is needed in this area in order to meet a growing demand for electricity. With Texas and Penn State both losing for the sec ond time this season, it’s worth noting that they, re spectively, were the presea son first- and second-ranked teams. Let me step on my soap box for a second to re mind everyone how ridicul ous it is to rank teams before the first game is played. I’ll step off now. Number five Oklahoma beat Kent State, 44-0. I apol ogize for wasting your time reading that. Number one Ohio State beat Minnesota, 42-3. I apologize for that one, too (Worth reading: After five games, the Buckeye defense is allowing just five points per game). After their 38-30 win over number 14 Iowa State, the Bearcats sit atop the Big 12, along with number 11 Texas Tech (who gave Hous ton their first loss, 35-11), BYU, and Arizona State - all with a 2-0 conference record. One final observation: On Kentucky’s aforementioned drive before halftime, there was a pass that was clearly caught inbounds, but when the receiver landed on his back out of bounds, the ball bounced free. Initially it was ruled a catch, but video re view overturned the call and ruled the pass incomplete. Here’s the point I want to make: If the receiver had landed inbounds, it likely would have been ruled a catch rather than an incom plete pass, because the rules clearly state that the ground can’t cause a fumble. As I said last week: If it looks like a duck... Lastly, and this one’s for you, Dad: Navy - 34, Air Force - 31. With the win, the Midshipmen are now 5-0.
