After poking around the County shop on Linda Drive and prodding the clock tower, it was apparent that the tower and adjoining balcony were constructed of a thin, hollow metal. Tobar said the tower, first erected in 1997, had been leaking for the last 12 years, roughly, and that water was coming into the building through the tower frame. “It was in bad shape, but it also was in bad design,” he said. “From talking to the architect who talked to the engi neer, it would need to be re-clad every 12-15 years. The County plans on “waiting for recycling prices to go back up” before selling the metal frame to the structure, Tobar said. The clock tower was removed as part of the roof repair and expan sion project for the courthouse. An original bid which would have repaired the clock tower and fixed the roof would have cost $691,670. However, after deciding to remove the clock tower, the total cost of the project dropped to an estimated $350,000. Renovations do not call for the tower to be used again. Attendance Committee meets with the parent or legal guardian and establishes as “progres sive intervention plan.” After the 10th unex cused absence, mean while, a social worker becomes involved with both the student and parent/legal guardian, which is the final remedy before legal action. All children are legally required to attend school - public, private or home school - between their sixth and 16th birthdays, according to Official Code of Georgia 20-2-690.1. “Any parent, guardian, or other person residing in this state who has control or charge of a child or children and who shall violate this Code section shall be guilty of a misdemeanor and, upon conviction thereof, shall be subject to a fine not less than $25.00 and not greater than $100.00, impris onment not to exceed 30 days, community service, or any combi nation of such penalties, at the discretion of the court having jurisdic tion,” adds the code section. In Georgia, the process kicks into high gear after a child’s fifth unexcused absence, at which time a student is deemed “truant.” At this point, the parent or legal guardian is informed of the poten tial legal consequences of the student’s truancy.
