One resident counted 46 trucks passing by his home on Highway 15 in a nine hour period. Greensboro City Council approved the first reading of a so-called “Jake Braking” ordinance. It prohibits truck drivers from using hydraulic or mechanical ly operated devices that “produce a noise that is loud and excessive by the release of compressed air and/or exhaust within an engine cycle... for the purpose of slowing said vehicle and/or braking without the use of wheel brakes,” according to the proposed ordinance. The proposed ordinance does not include a penalty or fine and doesn’t address the question of who will enforce it. And, the ordinance has an exception that allows the braking technique if “used solely to affect an emergen cy stop of the motor vehicle.” That’s similar to a law passed in Delaware that is having little effect, accord ing to delawareonline.com. In April, a group of upset residents there were told by a state police officer, “here’s what happens when you go to court...all you have to say is ‘your honor (the traffic light) was yellow, I didn’t want to run a red light,’ so it was an emergency and (the ticket) gets dropped.” It has all sorts of nick names like “C-brake” and “Paccar brake” but Postell would suggest that you stand at the corner downtown and you’ll understand why they want to put the brakes on “Jake Brakes.” The proposed ordinance must pass a second vote at the next city council meeting before it is put into effect. Council also : • Approved $39,933.50 for a new playground struc ture to be located at the city park by the police station. • Approved a request from the Greensboro First United Methodist Church to add two cross walks near the downtown campus of the church.
