Harrison Jr. of the Greene County Sheriffs Office completed participation in the 112th session of the National Sheriffs’ Institute (NSI) held in Aurora, Colorado, April 24-28. The NSI is the only national executive development program designed for sheriffs. This no-cost program is co-sponsored by the National Institute of Corrections (NIC) and the National Sheriffs’ Association (NSA). Sheriff Harrison is the first sheriff of Greene County to graduate from the NSI. Sheriff Harrison joined 29 other sheriffs from across the country for training on contempo rary challenges facing America’s sheriffs today. In light of those challenges, the sheriffs explored the role of the local sheriff in pro viding effective leadership for the public good in such areas as public safety, criminal justice system policy, community relations, and organization effectiveness and efficiency. Hilary Burgess, NSA director of professional development, said, “Sheriff Harrison is a leader with vision for the Greene County Sheriffs Office. It is an honor to have Sheriff Harrison join the more than 2,800 graduates of the NSI since 1973.” The NIC is a division of the U.S. Department of Justice, Bureau of Prisons. It is the primary federal source of technical assistance, training and information services for state and local corrections. NIC provides a wide variety of services to the nation’s jails, most of which are the responsibility of sheriffs. The NSA is a non-profit profes sional association located in Alex andria, Virginia. NSA represents the nearly 3,100 elected sheriffs across the nation and has more than 20,000 members, including law enforcement professionals, state and federal government employees, concerned citizens, students and others. Since 1940, NSA has served as an information clearinghouse for law enforcement professionals. MORGAN COUNTY County commission approves zoning amendment Katherine Klimt katherine@lakeconeenews.us The Morgan County Commission unanimously approved, with the excep tion of absent District 3 commissioner Ben Riden, a text amendment to the county zoning ordinanc es that would allow the sale of “portable build ings” in areas with C-2 zoning (general commer cial) classification during the monthly meeting on Tuesday, May 2. The issue was brought to the commission by Milled- geville business owner John Downey, who hopes to open a portable building sales lot in Madison on the stretch of Highway 441 near Farmview Market. “Portable buildings” refers to structures such as pre built gazebos, carports, sheds and greenhouses, and the text amendment was necessary because pre viously there was no part of the zoning ordinances that defined or referred to the sale of these structures. Despite the recommen dation from the county planning commission, and the text amendment’s sub sequent approval by the commission, Downey didn’t get everything he desired. The planning board also recommended that the approval contain language that clearly states that such portable building lots must meet previously established guidelines for commer cial properties, including a paved parking lot with handicapped-accessible spaces. Downey maintained that paving such lots would be financially impractical, as these businesses are not “high-profit” ones and paving a large lot is quite expensive. He also pointed out that his business would be the first of its kind in town, as other places sell kits to build outdoor struc tures like gazebos and carports but nowhere as yet sells them in their con structed form. He did say that ap pearances were of course important, and that the grass in the area would be regularly cut. The commis sion, however, followed the planning board’s lead and approved the amendment, paved lot requirements and all. Unsatisfied with the decision, Downey contin ued to argue his case with planning board members after the meeting had con cluded. In other news: County director of planning and development Chuck Jarrell notified the commission of an annex ation petition underway in Madison that will help facilitate expansion of the airport along Bass Road. An expanded definition of confined animal feeding operations (CAFOs) was unanimously approved. The new definition specifies that CAFOs must “congregate animals, feed, manure and urine, dead animals, and production operations in a defined land area,” and the area must be one in which food is brought to the animals. This definition excludes free-range farms and other places where animals are allowed to roam and graze. A CAFO also now refers to “any agricultural operation that discharges manure or wastewater into a man-made ditch, stream, or waterway, regardless of area size.” Dairy farms, however, still operate under older regulations, a conces sion made by the county to protect local operations as their numbers dwindle. The bus depot project is progressing, but more slowly than originally thought. The projected completion date was first set for May 15, but it now appears that work will not be completed until the first week of June. Its your move.
