Carter’s ‘meddling’
WASHINGTON I DPI (—United Rubber Workers Presi
dent Peter Bommarito accused President Carter in a
telegram Tuesday of "illegally meddling in collective
bargaining" between the union and the nation s Big Four
rubber companies "
At the same time. Bommarito prepared to file a federal
court suit to prohibit the administration from enforcing
its seven percent voluntary wage guidelines against the
rubber industry
In a telegram to Carter, Bommarito said government
interference in the negotiations involving the Big Four
and rubber companies has stalled completion of a
contract "and, consequently, the URW will be forced to
strike Uniroyal at 12:01 a m Saturday, May 5 ”
‘We ask you to remove the hypocrisy from your
‘voluntary’ wage price program," Bommarito told Carter
"if controls are necessary to curb inflation- and the latest
statistics underscore that they are-then seek the
congressional authority to make them mandatory and
applicable to all sectors of the economy^'

WASHINGTON ( I'PI)— Calling alcoholism a “Main
Street problem that touches virtually every American
neighborhood." HEW Secretary Joseph Califano Tuesday
outlined a $22 million government plan to combat
excessive drinking
Emphasis would be placed on fighting alcoholism at the
workplace and among women and teenagers. Califano
said in a speech before the annual conference of the
National Alcoholism Council.
Alcoholism is not a problem that is removed from the
average citizen, Califano said. "It touches virtually every
American neighborhood, every office, and every family
"This problem does not just live on Skid How. it lives on
Main Street.”
For instance, he said, among persons 15 to 24. alcohol-
related accidents are the leading cause of death
Japanese PM welcomed
WASHINGTON (I'PI) President Carter, welcoming
Japanese Prime Minister Masayoshi Ohira. said Tuesday
Japan is the cornerstone of U S. policy in Asia and
expressed confidence that serious trade problems
between the two nations can be worked out.
“We consider Japan to be the cornerstone of the
implementation of our foreign policy in Asia," Carter told
Ohira as he welcomed the Japanese leader on the White
House South Lawn with full military honors
"We have some economic problems between us. They
are important, and they are being discussed." said
Carter But he added he had no doubt that strong
U S -Japanese friendship "will serve as the basis for
solving our economic problems."
The $12 billion trade deficit with Japan represents
almost half of America's overall trade debts and some
U S critics say it has been a major factor in the decline
of the dollar
Surprise promotion
WASHINGTON (UPD—President Carter is promoting
three-star general Edward "Shy" Meyer to Army chief of
staff over a number of more senior officers in a move
that has taken the military hierarchy by surprise.
Pentagon sources said today.
Meyer. 50, will be one of the youngest officers ever to
hold the Army’s top uniformed job. An articulate and
intellectual West Pointer, he is said to have impressed
Carter and reportedly was sought for the post by Army
Secretary Clifford Alexander
