THE BULLETIN, April 2, 1960—PAGE 3 Bishop Howard j. Carroll Dies; Apostolic Delegate Offers Mass For Altoona-Johnstown Ordinary (N.C.W.C. NEWS SERVICE) WASHINGTON — Archbishon Fffidio Vagnozzi. Apostolic Delegate to the United States, was celebrant of a Pontifical Requiem Mass in St, Patrick’s Church for Bishop Howard J. Carroll of Altoona-.Tohnstown, Pa., who died here (March 21) after a brief illness. Bishop Carroll served with the National Catholic Welfare Conference here for 20 years, the last 14 of which he was peneral secretary. He came to Washington to consult with a lonetime friend and phvsician, and was advised to enter Provi dence hosnital for medical tests. His condition, not thought to be serious, worsened two davs later, and. he died in less than five days after entering the hos pital. The Bishop had been follow ing a heavy work schedule, which included supervision of the completion of the Cathedral of the Blessed Sacrament in Al toona. He had announced he would begin his annual spring Confirmation tour of the diocese on March 28. With the prelate when he died were his brother, Bishop Coleman F. Carroll of Miami, Fla., and Father Francis B. Mc- Caa, Chancellor of the Diocese of Altoona-Johnstown. The late Bishop was one of three brothers, all of whom be came priests serving in the Dio cese of Pittsburgh. Two of the brothers became bishops and the third, Msgr. Walter S. Officers of the Mass hero, in addition to the Aoostolic Dele gate, were priests with whom Bishoo Carroll worked in the NCWC. Msgr. Paul F. Tanner, the Bishop’s immediate succes sor as general secretary, was Archpriest; Msgr. George G. Higgins, director of the NCWC Department of Social Action was deacon, and Father Francis T. Hurley, NCWC assistant gen eral secretary, was subdeacon. Bishop Lawrence J. Shehan of Bridgeport, Conn., who is a member of the NCWC Admin- strative Board and episcopal chairman of the NCWC Educa tion Department, preached. Bishop Shehan was once pastor of St. Patrick’s Church, where the Mass was offered. Bishop Howard Carroll was born in Pittsburgh, August 5, 1902. He attended Holy Rosary grade and high schools, Pitts burgh; Duquesne University in the same city; St. Vincent’s Seminary, Latrobe, Pa., and the (Alhertinum) University of Fri bourg, Switzerland. He was or dained in St. Nicholas’ Cathe dral, Fribourg, on April 2, 1927, by the late Bishop Marius Bes son of Lausanne, Fribourg and Geneva, Switzerland. Following his return to the United States, he took special studies in educa tion at the University of Pitts burgh. While serving as a curate in Sacred Heart parish, Pittsburgh, from 1928 to 1938, he taught philosophy part time in Mt. Mercev College, Pittsburgh, from 1930 to 1938. He came to Washington in 1938 as assistant general secre tary of NCWC, and held that post until he was named general secretary in 1944. He was but the third general secretary in the history of NCWC. His nre- decessors were the late Msgr. John J. Burke, C.S.P., and the late Bishop Michael J. Ready of Columbus. He served as a notary, advo cate and defender of the mar riage bond in the Diocese of Pittsburgh. He was made a papal chamberlain with the. title of Very Reverend Monsignor in 1942 and a demostic prelate with the title of Right Rever end Monsignor in 1945. Bishop Laurian Rugambwa of Rutabo, Tanganyika, East Africa, newly named member of the Sacred College of Cardi nals, shown with his parents on the occasion of his episcopal consecration in 1952. His parents were pagan members of the Bahaya tribe and of the Basita nobility. The future Cardinal was received into the Catholic Church at the age of nine years, and his father, mother and two brothers soon followed his example. In this picture the Cardinal’s father wears Western dress and his mother wears a modi fied version of the native dress. (NC Photos) Pius XII sent him an auto graphed blessing in 1952, when he observed the silver jubilee of his ordination. Bishop Carroll also served as secretary to the board of trus tees of the National Catholic Community Service; chairman of the Overseas Committee of NCCS, and was one of the original members of the board of directors of the United Serv ice Organizations (USO). He also served as secretary to the board of trustees of War Re lief Services-NCWC. now Cath olic Relief Services-NCWC. and was made a Chevalier of the French Legion of Honor in 1949 in recognition of his relief work. Named Bishoo of Altoona- Johnstown in December. 1957, Msgr.. Carroll was solemnly consecrated on January 2, 1958, in St. Matthew’s cathedral in Washington. Archbishon Amleto Giovanni Cicoganni, then Anos- tolic Delegate to the United States but now Cardinal Cicog- nani serving at the Vatican, was the consecrating prplate. Bishoo John F. Dearden, then head of the Pittsburgh diocese and now Archbishon of Detroit, was one coconsecratnr. The other was Bishop Coleman Carroll. Arch- bishoD A. O’Bovle of Washing ton preached the sermon. His Eminence John Cardinal O’Hara. C.S.C.. Archbishon of Philadelphia, officiated at, Bish- oo Carroll’s installation in the Altoona Cathedral, January 23, 1958. The new Ordinary began soon afterwards the work of com pleting the Cathedral of the Blessed Sacrament, one of the largest churches in the country, which was begun originally in Septerfiber, 1924. Construction work stopped on September 7, 1931, with the great edifice in a far from completed state. Walsh, M.M., and Ignatius Kung, S.J. is a “pre meditated vendetta” which “violates divine and human jus tice in the most blatant way,” according to L’Osservatore Romano. The Vatican City daily news paper said in an. editorial: “There is no need to stress that this serious condemnation constitutes a persecuting re gime’s premeditated vendetta against pastors whose only guilt is the steadfast loyalty to their vocations as Catholic priests and to their missions as bishops.” Referring to the Chinese communists’ jailing of B i s h o p Kung after their attempts to persuade him to declare his “repentance,” and to the special treatment given Bishop Walsh, who remained at liberty until a relatively short time ago, L’Osservatore declared; “We are not interested in the special reason which led the Chinese Communist party and the Peking government to pro nounce these unfair sentences against innocent people. We are faced once again with terroristic juridical actions which violate divine and human justice in the most blatant way and dishonor the very people who are respon sible for them or who are their accomplices.” The editorial concluded: “The names of these two bishops . . . are added to the names of all the other victims of the communist martyrology in China is only one aspect of the ruthless oppression carried out against Catholicism in the name of Marxism-Leninism in so many parts of the world.” REFLECTION Look into the mirror oc casionally —■ it will tell you exactly what the neighbors see. The tournament took place at the Charlotte Catholic High School gym. The Ramblers played the fin al game with Richmond’s Bene dictine School and emerged vic torious by a score of 53-52 in a breath-taking thriller. Sam Carr of Belmont played a fine steady game. Carr is a good rebound man with a lot of height on his side. He was chos en second string all-conference player. Steady scoring from Sam was a factor in the Ramb lers’ victory. John Brasch, a 5-9 guard from Cramerton, guard for Sacred Heart, scored 21 points for the winners and was sensational on offense during the tournament play. He made second team, all- Polish Bishops Attack New Abortion Rules Of Communists BERLIN (NC)—Recent Polish government regulations making abortion easier have drawn heavy fire from Poland’s Bish ops, it was learned here. A joint pastoral letter read from all the pulpits in Poland said that “all who bear social responsibility for the nation know that the killing of newly- awakened life affects not only this generation but also future generations.” Warning that abortion endan- gens “the fate of the nation,” the bishops said: His Eminence Stefan Cardinal Wyszynski, Primate of Poland, has been the target of attack by the communist press in Po land for his opposition to the government-sponsored abortion law. In January the Polish Health Ministry issued a decree mak ing it possible for a pregnant woman to get an abortion by merely telling a doctor that she “finds herself in difficult liv ing conditions justifying the need for the termination of 5,000 Children Sing At Mass NEW ORLEANS, NC)—More than 5,000 school children sang at a Pontifical Mass in honor of the Most Rev. Joseph F. "Rum mers silver jubilee as Archbish op of New Orleans. Auxiliary Bishop L. Abel Cail- louet of New Orleans offered the Mass (March 19) in the field house of Loyola University of the South. Archbishop Rummel, who is 83, became head of the New Orleans archdiocese on March 9, 1935. Named To Mission VATICAN CITY, (NC) — His Holiness Pope John XXIII has named His Eminence Gustavo Cardinal Testa a member of the Sacred Congregation for the Propagation of the Faith. The appointment of Cardinal Testa, Apostolic Nuncio to Swit zerland before he became a cardinal last December, brings to 31 the number of cardinals forming the congregation, which oversees the worldwide mission ary activities of the Church. Sacred Heart won all three tournament games by a margin of 8 points. Theodore Frazer, an excellent rebound man, nlav- ed the steadiest game through out the tournament. Theodore is from Mount Holly, N. C. Buddy Martin played with a cast on his hand and deserves the real plaudits for determina tion and contributed 100 percent toward the victory of Sacred Heart. Nicky Vlaservich and Pat Conroy, ably assisted by Billy Burns, Ed Sabatini, and Hal Van Pelt rounded out the shock troops. Pat McDonnell of Belmont is manager of the Sacred Heart team, and was a familiar figure at all games this season. School spirit at Sacred Heart was mag nificent all of the time. The vi vacious cheerleaders are to be congratulated for surviving the tournament play as excitement ran high in the hard-fought games.
