ABC's "Amerika" Pax Christi Opposes Series BY PAULA DAY Legislation to exempt food from sales taxes is pending in the Georgia General Assembly, accord ing to Sandra Robertson, spokesperson for Georgia Citizens Coalition on Hunger. House Bill 90 calling for exemption from sales and use tax on food for human consumption was introduc ed Jan. 13 and now is in the Ways and Means Commit tee. No hearing has been scheduled. The bill is con siderably broader than bills introduced in previous years which limited the ex emption to food sold for off- premise consumption. The current bill includes food in restaurants. Rep. Tyrone Brooks, of the 34th District (Fulton County), is primary author of the bill. Co-sponsors are Sanford Bishop, of Colum bus; Frank Redding, Jr., 50th District, (Decatur); Mable Thomas, 31st District, (Atlanta), Charles Walker, (Augusta), and John White, (Albany). Key legislators who will be involved in passage of any tax reform bills are Rep. Joe Mack Wilson of Cobb County who chairs the House Ways and Means Committee; Rep. Lauren (Bubba) McDonald of Commerce, chairman of the House Appropriations Committee; and Sen. Ter rell Starr, Clayton, who heads up the Senate Ap propriations Committee. Other wise, she points out, since everyone buys food, no one objects to its being tax free. However, she adds, most of low income peoples’ earn ings are used for buying food and other necessities and so taxes on such necessities place an unfair burden on the poor. Georgia’s present in come tax laws have been in effect since 1937. A general overhaul to bring them in line with recent federal in come tax reforms would be timely, Ms. Robertson observes. In such an overhaul, some supporters of food- tax exemption see an op portunity to recover revenues lost if the sales tax on food is eliminated. They also point out that at the present time Georgia taxpayers can take advan tage of approximately 60 loopholes on various sales taxes. Many of these ex emptions, advocates for tax-free food claim, should be examined and possibly eliminated. This elimina tion of loopholes would put tax dollars into the state treasury. Georgia has had a substantial budget surplus for the last four years. Some proponents suggest that tax-free food would simply help balance the budget in favor of the state’s over-taxed citizens. A grass-roots group, the Coalition does not lobby for legislation, it works to in form, educate and make tax reform an issue for the general public. The Coalition provides postcards urging legis lators to support tax ex emption on food and utili ties. It recently organized volunteers to canvass a Cobb County neighborhood. The volunteers asked citi zens to write their elected officials to support tax re form. On Feb. 5, a group of ap proximately 200 citizens from throughout the state, organized by the Coalition, met with legislators for lunch. In this less pres sured environment. Coali tion members raised issues affecting the poor. They sought to deepen under standing on the part of lawmakers of the need for tax exemption laws on necessities. WASHINGTON (NC) - Pax Christi USA members have been urged to request “substantial airtime’’ of ABC-TV to criticize "Amerika,” the network’s nearly 15-hour miniseries about life in the United States under Soviet occupa tion. The request is one of several efforts by peace and disarmament groups to counter what has been call ed the production’s “Soviet- bashing." The Atonement Friars have filed a stockholder resolution with Capital Cities, the ABC-TV parent company, to object to the program and to call for policies that ensure that future programs are “reasonably balanced.” According to an ABC synopsis, the plot centers on an America 10 years after Soviet occupation. The country is ruled by a puppet regime in the White House manipulated by the KGB, and the country is patrolled by forces in the United Na tions Special Service Unit who set fire to houses, run down innocent people with tanks and rape women.
