Catholic Conference of ficial has praised new legislation enacted by Congress to restore the federal school lunch plan to parochial schools regardless of tuition levels. The new provisions recognize “the reality that private schools, including those which charge higher levels of tui tion, tend to enroll significant numbers of lower-income students, many from minority groups, who are on scholar ship,” said Frank J. Monahan, USCC director of govern ment liaison. The measure, part of the National School Lunch and Child Nutrition Acts, became law July 11. Monahan’s views were cited in a USCC press statement July 13. As part-of the federal budget-cutting process, Congress in its 1981-82 term had stipulated that private schools charging $1,500 or more in tuition were excluded from the federal lunch program. The level was later extended to tuition of $2,000 or more. Congress' action, however, “rode roughshod over the principles of equitable and fair treatment of both public and private schools’ students,” Monahan said. Moreover, he continued, it incorporated into federal statute “the idea that in the private sector of education schools can be determined to be either wealthy or poor ac cording to the level of tuition they charge." Yet, “no similar standard is applied” to public schools, “where the general pattern of enrollment is often governed by geography and housing patterns that are segregated by racial and social- economic factors,” Monahan said. In 1983 the USCC noted in congressional testimony that for 35 years, until Congress changed the rules, all students, whether attending public or private schools, had been allowed to share in the school lunch program. Monahan said the recent, successful effort to change the school lunch law has helped alter other programs as well. For example, a new teaching scholarship program, thanks to an amendment by Rep. Thomas Tauke, R-Iowa, will allow the participants to teach in public or private schools on the same basis, he said. Until amended, the pro posal only allowed private schools to participate if they served poor children but permitted any public school to par ticipate. Another program, dealing with deferral of repayment of student loans for beginning teachers, also has been amend ed, by Rep. Mario Biaggi, D-N.Y., to provide equal treat ment of teachers in both private and public schools, Monahan noted.
