/ Bishop Says Black BY JULIE ASHER WASHINGTON (NC) — Evangelization will be a major thrust of the newly created Black Catholic Committee of the National Conference of Catholic Bishops, said its new chair man, Auxiliary Bishop John H. Ricard of Baltimore. Bishop Ricard was elected Nov. 17 during the U.S. bishops’ general meeting Nov. 16-19 in Washington. “We will focus a great deal on the evangelization mission of the church.... We want to reach out to the unchurched and to reclaim blacks who have left to go to fundamentalist groups or other churches,” the bishop said in an interview Nov. 19. The U.S. bishops at their November 1986 meeting voted to establish the standing committee and an NCCB Secretariat for Black Catholics, with the first committee chairman to be chosen in 1987 and the secretariat to be established by January 1988. Beverly Carroll, executive director of the Urban Com mission of the Baltimore Archdiocese, has been appointed the secretariat’s first director, effective Jan. 4. The secretariat will serve the committee and be a liaison between the bishops and national black Catholic organiza tions, including the National Black Clergy Caucus and the Knights and Ladies of St. Peter Claver. Formation of the secretariat and committee was "long overdue," said Bishop Ricard, one of the nation’s 11 black bishops. “I’m very, very glad it happened. It's something we felt should have been around for a long time and I am happy that we’ll be able to approach as bishops” the needs of black Catholics, he said. Six million to 10 million black Americans have no church affiliation. Of the country’s 52 million Catholics, 1.3 million are black. PAGE 15 — The Georgia Bulletin, November 26, 1987 Catholic Committee Will Evangelize Bishop John Ricard Beverly Carroll among black Catholic organizations as well as implementa tion of a national pastoral plan approved at the National Black Catholic Congress held in Washington last May. Priorities approved at the congress concerned evangelization, study of black history and culture, ways to be “authentically” black and truly Catholic, leadership training and pastoral ministry, and outreach to the com munity through schools and parishes. Bishop Ricard, who was congress chairman, said his committee is to refine the plan and eventually bring it to the body of bishops, in much the same way as the National Pastoral Plan for Hispanic Ministry was brought to the bishops this year and approved Nov. 18. The congress was “a moment of history” that has resulted in a “heightened sensitivity on the part of the bishops to the need of black Catholics,” Bishop Ricard said. A result of the national gathering, the first of its kind since 1894, has been that many dioceses have opened offices for black Catholics. “There is some degree of networking and organizing regional meetings in several areas,” Bishop Ricard said. “The spirit is very much alive. It would be very hard to reverse.” Other black bishops interviewed during the bishops’ meeting also expressed optimism for the work of the com mittee and secretariat as well as the outcome of the con gress. The year 1987 “will no doubt be a landmark year for the black American community in so many ways,” Auxiliary Bishop Wilton D. Gregory of Chicago said. “I would say this was the year the Holy Spirit spoke wonderfully and forcefully in the life of the church in the black community.” He said that since the congress, an awareness has grown that the U.S. black Catholic community is “not monolithic” but includes lifelong Catholics from families who for generations have been Catholic as well as those new to the faith and an increasing number of black Catholic im migrants from Caribbean and African countries. “That diversity has to be woven” into the fabric of the church “always under the guidance of the Holy Spirit,” he said. Another highlight of 1987 was Pope John Paul II’s visit with black Catholics in New Orleans during his September U.S. visit, Bishop Gregory added. The pope’s visit affirmed all black Catholics, but especially the elderly “for their constancy and fidelity” to the faith despite having lived under “the sinful experience of segregation and racism.” Auxiliary Bishop Emerson J. Moore of New York said the papal visit was “a tremendous thing and has encouraged all of us to move and establish programs outlined by the con gress.” “What’s important is that impetus of the congress has not died, it’s alive and well; black Catholics and their interests are alive and well,” he added.
