Move for Strengthening Zionist
Movement by Nation-Wide Roll Call
National Executive Committee of Zionist Organization of America \i m
Form Roll Call of 250,000 Jews; Huge Enrollment Will Constitute **
Answer of Jewish People To Violence in Palestine
The answer of the Jews of America
to the violent efforts to destroy Jew
ish constructive achievements in Pal
estine will be the enrollment of a vast
array of Jewish men and women,
whose very numbers will constitute a
thunderous affirmation by American
Jewry of its determination to proceed
with the rebuilding of Palestine as the
Jewish National Homeland. This was
the decision taken at an extraordinary
meeting of the National Executive
Committee, held Sunday night, Sep
tember 29, at the Hotel Astor, New
York, at which Rabbi James G. Heller,
of Cincinnati, Chairman of the Execu
tive Committee, presided.
It was understood when the decision
was taken that what was intended
was not the regular membership en
rollment, but the creation of a great
source of dynamic energy which could
stimulate public opinion toward favor
able action for Palestine reconstruc
tion. The enrollment of 250,000 Jews
will be both a political and a moral
action, political inasmuch as it will
give tangible evidence to the world
at large of the great practical inter
est which American Jewry has in
Palestine, and moral insofar as this
vast army of men and women will
serve as a leavening force in Ameri
can life, developing and strengthen
ing sentiment in favor of a Jewish
Palestine.
In introducing the subject which had
necessitated the calling of a special
meeting of the Executive Committee,
Dr. Heller reviewed the events of the
past few’ weeks, and pointed out that
the time had come to crystallize pub
lic opinion and to turn mass senti
ment into a channel which would most
effectively serve the purposes of Pal
estine. He stated that the Administra
tive Committee of the Zionist Organi
zation of America had evolved a pro
gram of action for the immediate
future which will attempt to solidify
both non-Jewish and Jewish public
opinion for the strengthening of the
Jewish position in Palestine. One of
the actions of this progi-am was the
proposal that a so-called “roll-call”
be taken, w’hose purpose will be to
make an active supporter of the Zion
ist movement every one who has hith
erto passively sympathized but who
has not been given the proper oppor
tunity to affiliate with the Organiza
tion.
The principal speech in favor of the
adoption of the “roll call” idea was
delivered by Louis Lipsky, President
of the Zionist Organization of Amer
ica, who declared that “American
Jews are anxious to show in concrete
form their confidence in the Jewish
future in Palestine. The hundreds of
thousands of Jews who will be brought
closer to the spirit and work of the
Zionist movement in this country will
serve as the nucleus for a great re
generative force. During his speech,
Mr. Lipsky said:
“In the political world it is not only
money that counts. Money may be
supreme in a time of peace and or-
der and undisturbed progressive de
velopment. In a time of change, wh*.
new conditions are being created it U
the man power behind the money con
tribution which is of the utmost im*
portance. When political issues are
directly at stake, it is the number of
men and women who are part of the
corporate responsibility of the move-
ment that makes the larger effect
If at the present time our voice i 5 to
be made effective in connection wrh
the disturbed conditions that prevail
in Palestine, the required mass sup
port of our organization must t*
raised at least to a level of equalitv
with the financial support we are rt-
ceiving from American Jewry.
‘'Those who gave up their lives in
Palestine a few weeks ago will have
died in vain unless we, living in the
Galuth, shall so labor in the cause as
to secure a better and safer future
for the Jewish people in Palestine. It
is the voice of America—within whose
confines our own voices reverberate
and become effective—which, by the
accident of history, is a dominant and
determining factor in the present po
litical situation. What we win in
America in the way of sympathy and
interest weighs heavily in the balance
of political opportunity. The public
opinion of America can be won if it
is made clear that the large mass of
American Jewry is back of the Zion
ist movement.”
The plan for the enrollment of 250,-
000 Jews is considered as an emergen
cy measure for which the Jews of
America are ready. It is planned to
penetrate every Jewish community in
the United States. Every one who
signs the “roll call” will pay a fee of
$2.00, which sum will include the She
kel, membership fee in the World
Zionist Organization. An answer to
the “roll call” will also include an
affirmation of faith in the Basle pro
gram and an endorsement of the pur
poses of the Balfour Declaration. The
aim of this huge action is not finan
cial income but merely the building
up of a body of men and women in
America who can be counted on to
lend support and prestige to whatever
action may be inaugurated by
