JOINT COMPANIES
Another form of coopera
tion is the joint company,
some twenty of which have
already been established by
Israeli enterprises with Afri
can, Asian and Latin Ameri
can countries. These companies
are engaged mainly in . con
struction, transportation and
the exploitation of water re
sources. The usual pattern has
been for the Israeli partner to
hold forty percent of the share

to provide some of the teach

ISRAEL EXPERTS ABROAD
Of the 1,500 experts serving
abroad, the majority are in the
fields of agriculture and medi
cine. Israeli experts work in
khakis and shirt-sleeves, teach
ing by example.
The preferred approach is
for Israeli experts to establish
a project, while training local
personnel both in the develop
ing country and in Israel
eventually to take over direc
tion. Such an integrated pro
ject is the Eye Clinic in
Liberia. While Israeli doctors
set up the clinic, Liberian stu
dents trained in ophthalmology
at the Hebrew University—
Hadassah Medical School. The
first graduates of the course
are already in charge of the
clinic in their country.
One of the major interests
of developing countries is the
mobilization of the youth for
civic service. Israel has two
unique institutions which are-
serving as models for youth
organization in developing
countries. Gadna (Youth
Corps) provides boys and girls
between the ages of 14 and 18
with pioneer training. The
youngsters spend part of their
summer vacation working in
agricultural camps in the
Negev. Nahal (Soldier Pioneer
Youth) is a special branch of
the Israel Defense Forces
which combines military and
agricultural training. Units
establish frontier agricultural
settlements, where many mem
bers remain to live after com
pleting their term of army
service.
In both Africa and Latin
America. Israel experts work
ing with local graduates of the
Youth Training Centre in
Israel, have helped organize
pioneer youth movements and
agricultural training centres.
Hopefully they will establish a
pattern of living which will at
tract young people to modern,
scientific agriculture and help
stem the tide of rural youth to
the cities.
The Southern Israelite

ernment.
As an example Solel Boneh,
the Histadrut’s construction
company, in partnership with
the Nigerian Government in
the N i g e r s o 1 Construction
Company, has built roads and
public buildings in Nigeria. It
trains Nigerians within the
company but has also partici
pated in a series of itinerant
courses in the building and
construction trades organized
by Israel in West Africa. These
courses, using local materials
and considering local condi
tions are particularly useful in
providing needed technical
manpower, skilled craftsmen
and foremen for the develop
ment projects of the new na
tions.
The Israeli partner under
takes to train local personnel
for the management and opera
tion of the enterprise. Usually
the Israeli company remains
available for advice whenever
necessary.
Within the framework of the
joint company scholarship
candidates are selected from
among the employees. Thus a
Senegal-Israel electronics com
pany brings employees to the
counterpart firm in Israel and
to the ORT Vocational Train
ing School in Natanya.
Trainees may also go on to
attend an institution of high
er learning such as the Tech-
nion — Israel Institute of
Technology, or the Hebrew
University in Jerusalem. In
these cases, the Israel partner
takes a direct interest in the
students' training and welfare.
It is no exaggeration to say
that the whole country is be
hind the programme of co
operation in a very personal
way. Beyond the satisfaction
of their work, for many indi
viduals it is a chance to help
others in the struggle for pro
gress and a higher standard of
living. Needing friends in the
international community and
having itself until recently
been recipient of foreign aid,
Israel can share ds experience
and know-how in a spirit of
friendship and cooperation.
Israelis share the belief that
in international cooperation
lies the potential for the bet
terment of mankind and the
foundation for world peace.
