WASHINGTON (JTA) — The
President’s Commission on Equal
Employment Opportunity has de
cided to leave it largely to the
discretion of the individual em
ployer to decide whether to grant
leave to employees whose religi
ous holidays fall on normal work
days. However, Dr. Luther Hol
comb, acting chairman of the
Commission, called on employers
to treat all employees with “sub
stantial uniformity.’’ If the em
ployer lets a Christian off with
pay on Good Friday, he is ex
pected to treat Jews similarly on
Rosh Hashana and Yom Kippur.
The policy announced by Dr.
Holcomb affects primarily Sab
bath-observing Jews, Seventh
Day Adventists and some small
Protestant sects that observe Sat
urdays as their Sabbath. Of the
7,000 complaints received by the
Commission during the last year,
about 70 percent involved religi
ous discrimination. Most of these

Adolf Eichmann.
Mrs. Tuchman noted that Miss
Arendt, in her book on Eich
mann, had subtitled it “the ban
ality of evil.” Mrs. Tuchman
asserted that for the author of
that “ineffable phrase — as ap
plied to the murder of six mil
lion—to have been so taken in
by Eichmann’s version of him
self as just a routine civil serv
ant obeying orders is one of the
puzzles of modem journalism.”
Arguing that, on the contrary,
Eichmann “was an extraordinary,
not an ordinary man,” Mrs.
Tuchman declared that such a
view from “a presumed histor
ian,” was “inexplicable.” She
continued: “That he was just an
ordinary man, a ‘banal’ figure,
was of course precisely Eich
mann’s defense, his assumed
pose desperately maintained
throughout his interrogation and
trial. It was the crux of his plea.”
Mrs. Tuchman asserted that
Miss Arendt’s acceptance of
Eichmann’s plea “at face value
suggests either a remarkable
naivete or else a conscious de
sire to support Eichmann’s de
fense, which is even more re
markable. Since simple caution
warns against ascribing naivete
to the formidable Miss Arendt,
one is left with the unhappy al
ternative.”
The issue of the extent of the
Jews’ cooperation in their own
destruc t i o n, Mrs. Tuchman
wrote, “is clarified” in Hausner’s
book “for anyone who wishes
to understand rather than to
judge.” She added that the “at
tractiveness” of the thesis that
the Jews “were somehow res
ponsible for their own slaugh
ter” was that “by shifting the
guilt to the victim, it relieves
everyone else.”

Dr. Holcomb indicated that, in
case of conflict, work needs come
first. “The Commission,” he said,
“believes the duty not to discrim
inate on religious grounds in
cludes an obligation on the part
of the employer to accommodate

of employees and, in some cases,
prospective employees, where
such accommodation can be made
without serious inconvenience to
the conduct of the business.”
Guidelines issued by the Pres
ident’s Commission resulted from
a thorough study of business
practices, policies of state agen
cies, court decisions, and views
of religious leaders. The guide
lines “follow the rules of reason
and common sense,” Dr. Hol
comb said.
