For three-and-a-half years
it has been my privilege to
serve as Governor of the State
of Georgia. Today I want to
talk for a few minutes about
what I have learned as Gov
ernor . . . and what I believe
can be the future of our State.
First of all. I have learned
that little of value can be ac
complished without placing
specific events and needs and
problems in perspective as to
their past . . . their future . . .
and their contemporary envir
onment.
Secondly, I have become
more than ever convinced that
in a time where “everything
changes but change itself,” we
must rely upon man’s unique
and God-g iven faculty of
reason.
And this means that we
must never abandon the rule
of law ... for law, as defined
by one of America’s most
eminent scholars, is “experi
ence developed by reason and
applied continually to further
experience."
The most tragic incidents in
our history . . . both recent and
ancient . . . have occurred
when reason, as embodied in
the law, has been abandoned.
Mankind’s realization of this
fact is older than his history.
The Holy Scriptures tell us
better than any contemporary
sermon the sad fate that awaits
those who break their coven
ant with their God and their
Maker.
America is a land devoted to
the rule of law. Its essence was
beautifully expressed by Rabbi
Judah Nadich when he said,
and I quote: “America is to us
a dream in the constant
process of realization ... a
vision constantly being ful
filled. A dream and a vision,
as old as the ancient Hebrew
prophets, as new as the yearn
ing in the hearts of men to
day.”
Georgians share that yearn
ing . . . and today our dreams
of a better future as being ful
filled.
Every economic indicator
shows that our people have
more now than ever before.
Our homes are filled with ap
pliances . . . crowds jam our
stores and shopping centers . . .
and our highways cannot hold
the automobiles.
But our abundance and new
found affluence have not swept
aside apprehension and anxi
ety.
These apprehensions are
preyed upon by merchants of
hate who create their filth
from the natural and normal
differences among men as to
politics, religion, and race.
I say with sorrow that I
know of one such hate group
that has established itself in
my own home city ... I say
to them and to any others in
Georgia that we will not tole
rate their unreason and their
defiance of all that is good and
natural in the human relation.
We know that these pitiful
men are afraid . . . not of those
groups they score . . . but of
themselves. They are cowards
who cannot admit their
cowardice to themselves . . .
they fear what has been called
the “human condition.”
They wish to be super-hu
man, to be men of stone, to be
logical computers rising above
petty emotions. In short, they
want to be anything and every
thing but a man.
You of B’nai B’rith are
familiar with the evils of such
men . . . and you have worked
to cleanse society of their evil
and to heal their mental sick
ness. For this effort you de
serve the appreciation of your
fellow citizens.
In recent years, we in Geor
gia have been confronted with
the latest in what at times
seems to be a never-ending
