American students take
the ‘high’ road to Israel

of the Middle East has long been
accepted as part of the local scene,
just as are the opium dens of the
Far East. The habit had not been
picked up by the Jews of Palestine,
and it has not been until more
recent years that Israelis have
begun to use the drug Within the
last ten years the authorities have
become seriously concerned by the
growing prevalence of the use of
marijuana (a form of hashish) by
young Israelis.
It appears that the widespread
use of drugs was first popularized
by the large number of
“enlightened" American students
registered on some Israeli
campuses. The smoking of
marijuana became the “liberal"
and fashionable thing to do And it
was not long before American
liberalism reached some high
schools as well
So long as the users kept out of
trouble little was known of what
was going on. But when users had

more money, the Telethon division
provides a large segment of our
Jewish community an opportunity
to stand up and be counted. Total
community support is a vital part
of our goal if we are to meet the
humanitarian needs both in Israel
and here in Atlanta." Lischkoff

division leaders have been asked to
participate in the 1978Telethon. A
special appeal has gone out to
board members of recipient
agencies of Federation funds to
assist in this year’s effort.

were led into crime. The under

import, distribution and retail sale
of the drug by “pushers” became a
flourishing business, and the
menace was revealed
There is no precise information
as Ip the number of drug addicts in
Israel today. Estimates had ranged
all the way from 3,000 nationally
to 10,000 in Tel Aviv alone. In a
recent press conference the
Minister of the Interior gave an
even higher estimate.
The police say that habit
forming hard drugs such as heroin
and cocaine were at first used only
by criminal elements. But those
who enjoyed getting “high” on
hash were soon prepared to
experiment with the more
dangerous stuff, and, before they
knew it, they were hooked. The
habit spread to the college
campuses, and then to the
Bohemian world. Records show

Lischkoff was chairman of the
1977 Telethon and has been active
in the Campaign for a number of
years. He is a member of the
boards of the Jewish Community
Center and the Hebrew Academy.
the alarming growth of narcotics
use among young people In 1966
there were 53 arrests of users aged
20 or less. In 1967 there were 109.
In 1970, following the great wave
of arrival of American youth
following the Six Day War, the
number of young people
apprehended rose to 657! It went
down to 314 in 1973 - but was up
again to 845 in 1975.
The evidence is that today it has
reached epidemic proportions. In
his last statement, the Interior
Minister shocked the public when
he said that 15 percent of Israelis
aged 16 to 18 had experimented
with illegal drugs. The Ministry of
Defense revealed that in the past
two years 700 Israeli soldiers had
been caught in drug offenses.
The authorities are now
cracking down hard, despite the
attempt of clever lawyers and so-
called liberals who claim that
government has no right to invade
the private life of the individual.
Stiff Tines and jail sentences are
being handed out. Dope users
from abroad who come to Israel
should be warned of what faces
them. Not only will they be jailed
and/or deported, but the
authorities in their country will be
informed of all convictions. The
notations on someone's record
that he had been “convicted of
violation of narcotics laws in the
State of Israel" can haunt him in
his private and professional career
for the rest of his life.
I recall one case of a most
indignant American parent who
cornered me and delivered a tirade
against the Israeli authorities
because they had arrested his son,*
held him in jail like a common
criminal and then, after a quick
trial, had packed him out of the
country on the next plane. What
kind of a democracy is Israel, the
irate parent wanted to know.
We’re happy to have Jewish
youth from overseas come here to
visit, to study or to live. But 1
implore you. don't expect us to
solve all the problems of your
confused young people. And
please don't ship your drug-
addicted youth to us in the hope
that they'll get straightened out
here. We now have our hands full
cleaning up the mess they created
here.
