sional proceedings. Although expected,
its arrival at the House occasioned no

ominous silence prevailed among the

The Veto Message.
Washington, March 1.—The follow
ing is the full text of the President’s
message vetoing the silver bill sent to
Congress yesterday:
“To the House of Representatives:
After very careful consideration of
House bill 1,093, entitled ‘an act to au
thorize the coinage of a s-andard silver
dollar and to restore its legal tender
character,’ I feel coir palled to return it
to the House of Representatives, in
which it originated, with my objections
to its passage. Holding the opinion,
which I expressed in my annual mes
sage, that neither the interests of the
Government nor the people of the
United States, would be promoted by
disparaging silver as one of the two
precious metals which furnished the
coinage of the world, and that legisla
tion which looks to maintaining the
volume of intrinsic money to as full a
measure of both metals as their rela
tive commercial values will permit,
would be neither nojust nor inexpe
dient, it has been my earnest desite to
concur with Congress in the adoption
of such measures to increase the silver
coinage .of the country as would neith
er impair tbe obligations of contracts,
either public or private, nor injurious
ly affect tbe public credit. It is only
on the conviction that tne bill does not
meet these essential requirements that
I feel it my dutv to withhold from it
my approvaL My present official duty
as to this bill permits only attention to
the specific objections to its passage

Several weeks ago a letter was received
by President Hayes asserting that col

emancipation proclamation were being
kidnapped from their homes, carried
to Cuba and there sold into slavery.

to Cuba to ascertain the truth or falsity

offices of the charitable and benevolent

if not in absolute death from starvation

There is a movement on foot here
among the numberless admirers of
Bayard Taylor, to give him a fitting re

going abroad. The President made
one of the most popular appointments
of his administration in Mr. Taylor «s
Minister to Prussia, and one that has
been more generally commended than

Spain.' It-is pleasant to know, too, that
Mr. Taylor’s reception abroad will be
as warm as our own good wishes- His

Cotton Crop.
The receipts of cotton at the United
States ports, which heretofore have
been so far behind those ot last year,
have now cangbt up, and to date are
1.226 ahead. There is more of the sta
ple in the country now than last sea
son, and the stock in interior towns is
much larger. The total crop will hence
be larger than that of last year, which
in round numbers was 4,485,000 bales.
