An effort ts being made In Norih
Carolina to amend the Constitution, so
recently adopted, and establish a new
order of things. It Is thought that the
tenure of all offices, state and county,
should bo made uniform —1. e, four
years. It la pointed out that there Is
no good reason why the tenure of
treasurer and auditor should ha only
two years while lhat of ahcrlff and
clerk Is four.
At the last session of the Legislature
effort was made to submit this reform
to the people, but It was argued that
the matter hud but recently been con
sidered In tho constitutional conven
tion and reported adversely. Tho Leg
islature useumed tliut the convention
reflected the wishes of the people and
refused to, take any steps in the mat
ter.
The Edgefield Chronicle isTivking up
the fight, howevejf, und Is demanding
that the people be given au opportuni
ty to pass on the matter. It argues
that in the first place there are too
many elections. They are costly, both
in time and monoy and are demoraliz
ing in their tendencies. While rota
tion in office Is an essential principle of
Democracy, a four years term would
not be long enough for tho incumbent
to foci that he had a life claim on It.
Our wide awake contemporary is al
•jo contending for biennial sessions of
the Legislature. One of the strongest
arguments in favor of this change is
the fact that each sesslou costs from
$75,000 to SIOO,OOO and hence the num
ber should be reduced. But aside from
lhat the people are already overbur
dened with laws. They realize, with
Jefferson, lhat “that people is best gov
erned which is least governed.”
It is almost impossible for the peo
ple to familiarize themselves with the

The new official flag of the President
of the United States is printed, for the
first time correctly, on the cover of the
July Lad’W' Home Journal. The flag
was recently adopted as the President’s
emblem, and henceforth will be em
ployed to proclaim his official presence.

will be displayed there, and wherever i
