all in condemning the wisdom of aucli

Aa for the Porto Rican expedition,
the administration has deiermlned that

commanding the army, and we see no
reason to criticise thn administration

We don’t know why Lee’s corps was
not selected to go on the expedition
under Miles, but the probabilities are
that Brooke’s corps was 1n a better
state of efficiency. II takes timo to
equip and drill a corpß of thirty thou
sand men, and Brooke’s corps at Chat
tanooga has been organized considera
bly longer than Lee’s corps at Jackson
ville, and is in u far more complete
state of preparation. Indeed, If CM
j are net very much mistaken, L -’s
j corps is still far from being complete.

The Times thinks the president has
treated him justly and even generously

self would condemn the criticisms of
the president that are being made, if
his situation wore one that allowed him
to speak at all.
