signing of the protocol, and today re
ceived a message from Maehiss, which
was an acknowledgment of the receipt
of the notification. General Mathias al
so sent Captain Xlickler. under a Hag
of truce, to communleate the Intelli
gence to the Spanish commander at Al
bonlto.
Genera! Miles says Albonito would
have been his within a few days had
not the protocol been signed. General
Wilson waa moving to turn the enefpy’s
right flank. General Miles threatened
the front. General Brooke was pushing
into the rear. General Henry was -,vlth-
Ing 15 miles of Areolbo and General
Schwan had reached Mayaguez. Gene
ral Miles is personally uncertain wheth
er he will remain here during the pe
riod of negotiations for peace, but the
four army columns will remain here
until the negotiations are completed.

handled. She was dragged from the
platform, and a constable placed her
in the village lock-up, from which she
was released In a short time. The girl
took refuge with friends.

It is not known when the Second di
vision. first corps, will get away, as

ville does not seem to be satisfactory,
and McKee is looking for another fur
ther up in East Tennessee. The sug
gestions of few days as to the
crowded and 'inadequate hopltals at
Camp Thomas are bearing fruit. An
improvement can he noticed in all and
the patients are now receiving much
better attention.

Washington, Aug. 18. President Me-
Kinley is canvassing public opinion as
to Fie needs of the military organisa
tion In time of peace, nnd has consult
ed a number of visitors as to how much
of an army they think should be kept
up after the treaty of peace is exe
cuted. No conclusion was reached, but
It is receiving considerable attention.
The lowa Troops.
Governor Shaw, of lowa, was one
of the few prominent visitnrs at the
white house today. He was presented
by Secretary of Agriculture Wilson,
who drove over with him from the
department. The governor has just
reached, here from a trip of Inspection
at Chickamauga and Jacksonville, and
blfo u visit to Kernandlna. Today he
poid his respecte to the president, and
took occasion to report the condition
of the lowa troops In camp. He said in
a general way thiey were In very fair
shape, but made a number of sugges
tions looking to their convenience and'
comfort. He asked also how long it
would be before disbandment, now that
the peace proctoco! was a closed docu
ment, but the president himself bad
not fixed an opinion on this matter.
As to the Navy.
Acting Secretary Allen, o i the navy,
was with the president part of the
morning going over important mat
ters Incident the close of the war, in
cluding the question of the reorganiza
tion of the present navy, and its reduc
tion to what was actually needed. It
was decided to create a hoard of five
naval officers to pass upon the mat
ter. Mr. Allen-said Ihe board would
be appointed Immediately, and It would
convene probably before tin close of
this week. The function would he to
determine what vessels now in the
navy should be retained, which of them
should have thee'government charters
discontinued or) their use by the gov
ernment otherwise dispensed with,
what changes to make in the vessels
kept, etc. Thia board will consist as

London. England. Aug. 15.—This is
Ihe hottest day In London for a long
time. One hundred and fifty case* were

o'clock this afternoon.
Jury Commissioners to Meet.
A meeting of the Jury commissioners
Is called for this afternoon at three
o'clock for the purpose of revising the
jury list. Tills meeting was called for
Aug. 1. but was postponed until now.

Talk With the Major.
Washington, Aug. 15.—General Lee
end Secretary Alger conferred today on
Dip affairs of Cuba, and then went to
the white house, the president desiring
to discuss with the general matters re
luting to ihe government of Cuba. Lee
was asked If he was to be one of the
Cuban commission, and replied that he
did not know. He was an officer and
subject to orders, but could not tell
what be was going to do. He had been
ordered to Washington, and probably
in duo lime would learn the reasons lor
such orders.

MaNhall. who was arrested In Augus
ta. ‘tills morning, at the request of the
chief of police, of Savannah. Is charged
wilh a misdemeanor. For a long time
he has represented D. Appleton & Co.,

Mr. A. C. Illarion, of Atlanta, came
to Savannah, and began an Investiga
tion of the agent’s affairs. He found,
so it Is alleged, that Marshall had
been selling book* In violation of his
contract, and he began to look for him.
