The Herald from Manila says: The a;-
thude of the Philippine Insurgent lead
er* is becoming more and more alarm-,
irg. So <x>poaari are they to the
American authorities that the attua-j
thin la strained, and reconciliation
may he difficult. What makes the
attua;lon more troublesome is the un
disguised rivalry between the f’Bow
ers of Agulnaldo and Gen. Plopllar.
who covets the honor which Agulnaldo
has acquired. Plopllar Is In command
of the Insurgent troops stationed In.
South Manila. He uses them In a
way that is moat annoying io Agulnai
do, and at the same time makes every
effort lo show disregard to Amerl
can officials. His forces continue to
patrol the city, encouraging lawlers-j
ness In every direction. They are
constantly annoying the American
troeps who are engaged In the difficult
task of preserving older.
Agulnaldo Aggressive
Agulnaldo no longer attempts to
conceal his hostility to tbe officials of:
the United States, and yesterday is-!
sued an order prohibiting the soldiers
frrm entering the American lines.
This was probably deemed necesaaiy
In order to prevent them becoming so
well disposed towards the Americans
as to destroy his power hy repudiating
bis leadership. The altitude of the
severnl rival leaders cannot fall lo In
jure the cause of Philippine Independ
ence. Certainly it will prevent the i
presentation of a strong ease before j
the Paris commission in behalf of the
Filipinos.
