The Herald’s new Standard War At
las is a very timely publication, which
seems to be well planned to answer the
questions which people are asking
about countries in different parts of
Hip world. The maps are In sufficient
detail to be entirely Intelligible, and the
low price At which the atlas Is pub
lished. 30 cents, will make ignorance
unpardonable. Realising the value of
such an atlas The Augusta Herald ar
ranged with the publishers for a spec.at
edition. As this new atlas Is not for
sale at any of the stores, our readers
should hasten to send for a copy be
fore the edition is exhausted.

THE PHILIPPINE QUESTION NOW.
Chicago Inter-Ocean.
The situation, therefore, ran be sta-j
ted in a doxen words; "The American
people want the Philippines, and no
foreign power opposes their taking the
islands."
Philadelphia North American.
There can lie no question thal by the
capture of Manila the problem Involv
ed in the ultimate disposition of the
Philippines ’ has been essentially
changed.
Providence Journal.
Manila was going to be ours anyhow,
but there is undeniably a certain
satisfaction in knowing that we took it
without permission and in the good old
fashioned way.
In the time of Charles V. Spain had
160,000 monks and priests and 60.000
nuns. No fewer than 102 days out of the
365 were holidays, and the 300,000 nobles
would have considered it a disgrace to
do any useful work to make a living.
The supreme court of South Dakota
has decided that the law passed by the
last Legislature requiring all canvass
ers tpr business houses out of the state
to take out a license is unconstitutional
because of its interference with inter
state oommeree.
In the first seven years of Emperor
William’s reign, ISSB, there were no
fewer than 4,965 cases of lese majeste
tried in the German courts. Among
the victims were several children un
der 15 years and 231 other persons under
21. The average time of imprisonment
was 175 days. i .. , .
