Chicago. 111.. Sept. 27.—Mis. Florence
Frost, helreas lo an estate In Delaware,
and the wife of a wealthy Philadelphia
man, has been located In this city by
the police, who have been looking for
her at the request of her cousin. S.
McPherson, of New York. She was
working as a servant in a hotel on
Wabash avenue. Mrs. Frost, who re
duced herself to penury, It Is said, ill
searching for her child, which her hus
band haa taken, says she will remain
at work until she hears from her cou
sin. When her money arrives she de
clares she will resume the quest for her
misßiug child. Mr. McPherson was
notified at hla office In New York that
his cousin has been found. Mrs. Frost
has experienced both rlchee and pov
erty. Until a few years ago she never
wanted for money, but during the last
eighteen months shehas several times
been without food or shelter. She is
the daughter of the late William S. Mo-
Caulley, a wealthy cltixen and lawyer
o{ Delaware, who at one time was ad
jutant general of the state. Her moth
er was a Miss Brlnton. of Westchester,
Pa., a cousin of Gen. George B. Mc-
Clellan.

Soon after these lltlle planet* were
discovered In number*, occupying ap
proximately the place where, according
to the so-called Hode'e law, a large
planet similar to Venuk the eorth,
Mara or Saturn ought to be found. It
was suggested that they were the re
mains of a once mighty world which
had been rent In fragment* by a terri
ble explosion. The theory aattofled the
requirement* of uniformity In that It
prorlded a large planet In the prop»r
position, and afforded opportunity for
fascinating speculation aa to the causes
of the first great explosion. For, if
this supposed planet had blown up.,
why might not the earth some day tol-1
low milt? It wa* mathematically dem- j
on si rated, however, that no one explo
sion could possibly distribute little
planets over so wide a space, and then
a scries of explosions was substituted
as an explanation.
Another explanation of the origin of
the asteroids Involved the nebular hy-,
potheals. according to which all the 1
planets have been formed out of rings
thrown up by the aun. Is the case of
the asteroids It was supposed this ring
had failed to concentrate Into one
body, but had broken up into many.
Both these theories have their support
ers, but It Is not unlikely that a study
of asteroid "Dq" wilt give a final solu
tion of the problem. Prof. J. K. Roes,
of Columbia, has suggested that event
ually we may find asteroids distributed
generally throughout p’anetary space,
which would compel further modifica
tion of present theories. This new dis
covery is a step in that direction. —

ed by the Constitution of this State In

ified, the Governor shall, when hr as
certains such ratification from the Sec
retary of State. ,o whom the returns
shall be referred in the same manner
as in case of elections for member* of
the General Assembly, to count and
ascertain the result, Issue his proclama
tion for one insertion. In one of the
daily papers of this State, announcing
such result and declaring the amed
inent or amendments ratified.
Sec. 7. Be it further enacted by the
authority aforesaid, That all laws and
parts of laws in conflict with the Act
be. and the same are, hereby repealed.

Now. therefore. I. William Y. Atkin
son, Governor of said State, do issue
this my proclamation declaring that the
foregoing proposed amendment so the
■ Constitution is hereby submitted for
! ratification or rejection to the legal vo-
I ters of the State at the general elec
tion to be held Wednesday, October 5.
