incident at Wu Chow, details of which

Tbe gruesome tale thus brought
across the Pacific describe# the public
execution of eight political prisoners
condemned to death for attempted rev
olution. These eight, wretches died to
make a Chinese holiday. They were
paraded through the street# in open
iron cages and were dragged to the
place of beheading amid the cheers
and jeer# of a very vast throng.
After the sword had done its work tbe
goiy head# of the victim# were im
paled upon a kind of Maypole about
which women and children danced in
glee.
When a civilization so antique that
It presume# to call all the ro»t of the
world barbarous, and so iaolated that
it denounces the herald of Occidental
progress a# foreign devils, reaches a
depth of open and shameless cruelty
so revolting as presented by this hid
eous narrative, there can be no ground
for wonder that Its social fabric 1#
ready to be rent and divided. The
destruction of the Chinese Empire and
the opening of Its territory to the
trade, commerce and Industry of the
rest of ihe world have become nec-ssa
ry. not only to the progrean of hu
manity elsewhere, but to the rescue
of civilization in China lt#elf from
hopeless relapse Into brutish savagery.
A festival of death such as this, where
even the children of a new generation
find Incredible glee in making toys of
severed human heads, must go far to
convince the rest of the world that
the Empire of China deserves a name
the very antipodal of celestial.

Itudyard Kipling, whose new hook of

subject of a good new story. They
say that he recently sold a volume to
his publisher at « rat*- that worked out
to a shilling a word. The publication
of this fact came under the notice of
some barroom wag, who, for the fun
of the thing, wrote to the author say
