Qen. Otl* Telegraphs That He Ha* No Room l-or Him. Washington, Oct. 28.—Capt. James G. Blaise, assistant adjutant of volun teers, will probably be mustered out ft the volunteer service. He reported to the secretory of war and the adju tant general of the army a few days ago under orders telegraphed to Ma nila directing him to return to the United States. It was intended to muster out Capt. Blaine on account of his alleged unsoldlerly conduct at Hon olulu. Capt. Blaise yesterday request ed the Present not to muster him out and in order to give him another ch; nee a telegram was sent by the ad jutant general to Maj. Gen. Otis, com manding the United States military forces in the Philippines, asking him if he was willing to have Capt. Blaine return to duty In Manila. Tills was believed to be the only course open to the government. Blaine's offences had been committed while attached to Gen. Otis’ army corps. It was deemed inadvisable to send Capt. Blaine elsewhere. Gen. Otis’ answer watsrecelvad yesterday. He said there was no place In b's com- ( mend for the young assistant adjutant general. This was construed tc mean that Gen. The position of assistant general freight agent In Atlanta is to he abolished and a division agency will be established Instead.
