sioners to Induce the Americans to ac
cept their construction of the meaning

the preparation of ihe protocol. It
was he who, suspecting the purpose of
the Spanish side to becloud the issue,
and leave an open door for the future
escape from the consequences of war,
bad swept aside as so much chaff the
message of the Spanish Duke, Rio,
and reducing the demands of the Uni
ted States. Having made the document
the President believes himself to he
the person best competent to construe
ttk meaning, and the American com
missioners consequently are acting in
conformity with his views.

no certainty that they would work be
cause of the rain and the possibility
of Interference by the Charleston
longshoremen. At the appointed hour 1
the rain had held up sufllctcntly for;
them to begin work and the police of
ficer# were on hand to protect them.
There waa an air of suppressed ex
citement all the morning along East
Ra.v and In the vicinity of Adger's
wharves where the Johnaun Blue Cress
Line has It* office* and loads Its ves
sels. Chief Boyle, Lieut. Mollenhauer
and a score of police sergeants ami
men were seep moving about the
wharves and East Hay. Several spe
cial police officer* who had been sworn
In for service were also on hand. The
Imported labor was confined In a
lodging house near ibe wharves while
the local longshoremen were hard to
find. The strets were quiet, hut there
was no mistaking that something was
about to happen anflUperhaps * serious
riot was In store. jPlie police were
readjy, however, to meet any emergen
cy that might arise. The men were
armed with Winchester rifles besides
their clubs and pistols. The riflts
were not tn evidence, hut were within
easy and readyhandling The rifles
were deposited at the offices of Ihe
Johnson Blue Cross Line. Maior
Boyle did net desire to unduly excue
the public, and the rifles were kept out
of sight. The police ratrol wagon
with a plentiful supply of ammunition
In the lockers was also on Aflget s

At a few minutes before 1 o Cioek
the Savannah laborers left thetr quar
ters under the escort of a few officers
and went down to the pier and hoaid
ed the Willow dene. The steam was on
and at the appointed hour the dummy
engines began to work and the loading
of the vessel was resumed. There was
no disturbance attending the resump
tion of work. The few iqcal longshore
men who were hlk Hit contented them
selves With watching the performance.
