These duties put no con siderable money In the Treasury, but they fill the pockets of the pulp and patter manufacturers. These mills have been formed Into a trust, lit pursuance of the logical in t Motions and designs of the Dlugley bill, and the reading public are now at Ita mercy. The trust was capitalized at $10,006,000, or three times the value of , ll* milks, and the price of pulp is to be put up to earn dividends on this capitalization.
