Vincent, from tills port, sailed 5 days be
fore capt. G. A n.-w schooner, from
Boston, of about 60 tons, was wrecked
near the Mora a few days before the Os
prey sailed—crew and cargo saved. A
fleet of merchantmen from Mexico, un
derconvoy of two vessels of war, arrived
at Havana about the Ist inst. They
brought oilfeial news of the capture of
gen. Mina, with about 520 of his suite, by
surprise; he had been carried to Mexico,
and would no doubt lose his head. Mar
kets for our produce were very dull at
Havanna; rice was selling at g7; flour 17
a 18; no molasses had yet come to mar
ket; coffee, 19 a 20 cents; white sugars,
5513 a 14; brown do. very scarce.

Smith, commander, from St. Mary’s.
The Dallas left St. Mary’s on Wednes
day evening last, at which time affairs at
' the soqth remained in Statu quo. The D.
boarded on the 17th inst. the brig Elsi
nore Low Sarius, with a full cargo of salt,
bound for Amelia, prize to -the Patriot
brig Patriota, commodore Taylor, Un
the TOth spoke schooner Sally, Dowers,
for Vilmingtop, (n. c.) with naval stores
and United States’ troops for St. Mary’s.
The United States* schooner Lynx,
arHved at St. Mary’s on Tuesdaylloss,t s ,
from New-York. Two square rigged
Vessels were at that time ofl'the bar, sup-<
Eosed to be the frigate John Adams, and
rig Entcrprize. The Lynx captured on
Wednesday (homing, a brig in St. An
drew’s sound, prize to the Murgiaua.
She had on board previous to the Lynx
taking possession of her 165 slaves,
which had been landed, but whether on
the American side, or at Amelia it was
Hut known. The brig came up last eve
ning and anchored at Th e Fathom Hole. *

been declared void,' by the U. 8. District
C ourt in that State. On what princi

informed. We cannot presume, tbatft
was grounded on the un constitutionality
of the law : as in that clise., it would-ren
dejr void • all sales under more recent,
laws of the-samc description.

It would appear from suggestions
thrown out in the coarse of. yesterday’s
debate, that much importance has been
attached to a remark made in the House
by’Mr. Clay, in the course*©!’his obser
vations l%st. week on the affairs of the
Spanish Patriots, that the enforcement
of our neutral obligations in the existing
contest had been «II on one aide.. This
. incidental remark has probably .received
a latitude «f construction wlfrch the gen
tleman who made it never intended; for
a few Words will- shew that, properly
i viewed, it conveys no reproach on the
Administration.' As to the Neutrality
( Act of last session, referred to in that de
bate, it must be obvious on the slightest
reflection that the execution of that act*
would operate on bat one of the parties
% which it had in view. The sympathies
; of the people of this country, since
the first dawning ol the southern revolu
tion, been too general in favor of the pat *
riot cause, and advise to that of the
) molhfcrcountry, to ha'ff required the in
terference of the government to restrain
i «mr citizens from giving unlawful aid to

enterluined, at the time ol’ its enact
ment, that there Would aroe any case in

of Spain. like an individual,

the office of their duty to control; the,
proper performance of which is the per
fection of virtue. If. was to counter
act the strong disposition of our citizens
to. aid the patriot party, and pievcntthat
disposition from violating the duties im
posed by good faith on a neutral nation,
that the restrictions of the art of last ses
sion became necessary, and were there
fore imposed. Had (here existed in this'
country,a party cnually zealous in the
cause of Spain, and as ready to give it
in active support, the law would have
been administered with at least the same
promptitude and rigor in their case, as;
it lias been on the other side. The re

the conduct of the administration—as it
is evident that, if there can be anappear
ance of partiality in the administration

France, that when the resignation of the

in 1.2 days from Havatina, we -are ena

that place from Capt. Montgomery, just
arrived from Vera Cruz.
