He was put into a coach, & con veyed to Gloucester Lodge, his new ly purchased seat at Brampton. His wound is not considered dangerous by the faculty. It was generally re ported that Lord Castiereagh waft shot through the heart and expired immediately, but this we find is ret the fact. His lordship did not re ceive any injury. From Putney uts lordship returned home, to his house in St. James’s-squ-uv, where he was visited at twelve o’clock by the earl of Liverpool. Notice of the duel and the result, was communicated, about ten o’clock, to all the otlu r cabinet ministers, and the particular friends of the parties.* The west end of the town is all hi a fernnnt with various reports upon the subject. The ministerial papers, how ever, continue to assure us, that Por tugal is and ought to be retained, and that viscount Wellington is to receive, immediately, strong rein forcements for that purpose. The earl of Chatham was expect ed in town this morning from Flush ing. His lordship landed vesterdav u Deal, from on hoard the Venera ble, sir II. Popham. September 19. It was again reported in the ci ty yesterday, that a treaty of com merce has been concluded between France and the United States of A- merica, anil that a copy of it had been received by government. The refusal of our ministers to ratify Mr. Erskine’s arrangement, gives an air ol probability to this rumour, but we continue to think that it is prema ture. Although this new misunder standing should, however, terminate favorably, ministers have done enough to convert their bed of roses into a bed of thorns for their successors. It will require years to retrieve their errors, and replace the treasure wast ed by their extravagance and ioll\. September 21. The king came to town vesterdav, and held a levee, but the expected progress was not made in the medi tated change of ministry. One of the immediate causes of the change —the resignation of the duke of Portland—nus been the cause of the delay. His grace was the kev-stone of the arch, and that being taken a-j offict secretary of state for way, the remainder has fallen intoj tPe colonial d-partment, in the room confusion. Mr. Hutchinson from the joint committee of both houses to whom was referred the propriety of altering the 15th sec. of the 4th article of the Constitution, Reported, that any al teration of said section would at this time he inexpedient—ordered to lie on the table* Wednesday, November 15. presumption justly offended Mr. Can ning, who thought that if either was to be preferred, he had at least an e- quai claim ; but he conceived, that, in the present perilous situation of the country, neither of them could form an administration capable of conducting his majesty’s affairs with advantage. Feeling, however, that Air. Perceval had unfortunately su perior influence, he abstained from attending the cabinet council, locked himself in his office, to bring up all the arrears ol business, and particu larly to pass the accounts of his friend Air. Frcre ; and having done this, he tendered his resignation. On 1 uesday, Air. Perceval was closeted with the king at Windsor. With re spect to lord Castlereagh’s resignati on, an attempt has been made to let turndown easy, by having it believed, that he retires merely to make way for marquis Wellesley, in conformity with an old agreement to that effect— hut if that were the precise case, why resign at this particular moment, when the marquis Wellesley is at sea, the Spanish junta 1 and why not wait his loclship’s return, instead of unnecessarily embarrassing the af fairs ot liis office. Ihe other parts of the cabi*- net to remain as before.” Both those plans have been can-* celled by recent events. Cabinet councils were held on Thursday and vesterdav. They have been attended by lord Eldon, the earl ol Liverpool, lord Alulgrave, lord Leveson Gower, earl Camden, tarl Bathurst, the earl of Chatham, the earl of Westmoreland, and Air. Perceval. As the time limited for granting- licenses to vessels passing to and from Holland, expires on Friday next, an application was made yesterday by some persons interested in that trade, lor an extension of the period, but it was refused.
