lieve will have been accomplished by ilie accompanying tn-
hles, which present, without comment on liic pint of the
Committee, (except so far ns that was netessnry for cipln-
natinn,) a plain statement of its operations through the suc
cessive years of its existence, and the result, of its present
actual condition.
The Committee have supposed that the resolution mi lor
which they were acting required from them such tin exhibi
tion of facts, ns would enable the Legislature to determine
wlint proceedings in relation to the Central Bank would best
promote the interest of the State of Georgia. Bat llial they
were not culled upon by that resolution, ntul therefore were
not authorised, to express the opinions which they may have
formed in the cotnse oftliut investigation except those which
relate to the nvniluhleness anil actual value nl the assets of
the Bank. They trust that they have succeeded it. pet form
ing the humble task which has been assigned to 1 hem, of col
lecting, arranging mol collating the fuels whit'll are necessa
ry In > just understanding of “ The ulluii-s and condition of
the Centrnl Bank of Georgia.”

Of the Committee appointed to Investigate the
Af lies and Condition of the Central Hank
of Georgia, October, 1815.
To His Excellency

Sir:—The Committee who were appoin
ted by your Excellency under a joint res
olution of the Legislature ot the State of
Georgia, approved on tlm 25 It day ol De
cember, 1843, “to investigate thcnfthiis
and condition of the Centrnl Bank, <ind re
port the same,” met in pursuance ol their
appointment, and entered upon the duties
assigned to them on Monday, the 12 It ot
May last, anil continued limit labors until the
11 tit June, when they found il impossible to
proceed, or in u satisfactory manner to con
clude tlicit report, which had been complet
ed, with the exception of the notes in the
hands of Attorneys for colh ction ; mid even
this item, under the host informal ion then
before them, they had carefully examined,
nail included in what they termed a B.w.anok
Siiect, setting forth to the be»t < f their
judgment the then condition ot the Centrnl
Rank, taking for their hum* the state of the
Batik of tlm 2d June, 1845, which balance
sheet showed a deficit of $34(»,I72 83, after
the entire capital received twin the State,
mid the surplus revenue received ft out the
Hailed States, amounting to $1,051,422 09,
had been merged mid swallowed up in tin-
all',ill's of the Centrnl Rank. Tiro ol the
Commit tee were of tlio opinion, that the es
timate as set forth in the balance sli-et was
not sotlicieot to cover the loss. It was there
fore agreed upon to leave that document
open for future investigation, when the Cent
mittee adjourned to meet on Thursday, the
Dili dry of October, for the purpose of
affording time to the Vttoroeys to mnkcthcir
report as to the value und condition of the
assets placed in their hands; thus to enable
tile Committee to decide more advisedly us
to the eventual condition and solvency of
this important item in the nllairs of the Ceil
tin I Rank. One of the Committee who be
lieved iliut tlm deficit stated in ifie Imlunn
sheet would not cover the loss, was John F
Lloyd, Esq. of Floyd county, our lute valued
friend, und efficient associate, whom, during
our adjournment, it has pleased Almighty
God to “cull hence;’ and the undersigned,
deprived of his important aid, have now to
proceed to complete llm work which he
had, with so much zeal mid care, united
with them in investigating.
The undersigned met on Thursday morn
ing, the iltli inst., in conformity with their
iiinlersiundiiig when they adjourned, and
promptly proceeded to the discharge ol the
remaining duty required of them. At the
outset, they beg leave to advise your Excel
lency that they are compelled to blend their
precious ami siibsei/Uenl examinations ol the
afftirs anil condition of tlm'Cciitriil Bank,so
as to condense mid bring tlmm into us small
u coinpass as possible. Tlm basis, however,
upon which this report is now made, is, the
state of the Central Batik ol the 14th ot Oc
tober, 1845.
On thi! first meeting of tlio Commi'tee, in
May,some time was spent ill endeavoring to
reconcile the hooks und accounts of tlm Bank
with precious examination* anti tteport*; the
result was n conviction that the object of the
(legislature, ns expressed iu the resolution
could only be accomplished hv taking up tin
hoiks of tlm Bulk from its commencement,
nu 1 presenting such tubular statements of
its operations ns would exhibit it history ol
its proceedings, and a view ol its actual con
dition.

the Central Bank, by Legislative enactments, nnd its own
operations, has expended $3,532,100 57, and that the State
has now to provide for $364,223 94, to relieve it from its
present icspnusihililies.

STATE OF THE BANK ON THE 13'h OCTOBER, 1845.
Tlm Gennrnl Statement of the Centrnl Bunk has bee n
drawn up with much rare. The items comprising tlm amount! <
paid to tlm Commissioners of tlm Western nnd Atlantic Rai l
Rond, nnd interest paid on llio State 6 per cent. Bunds, issu
ed for its use, amounting to $080,101 70,appeals to tlm Com
mittee ns n fair charge against tlm State nt Georgia by llm
Centrnl Rank.and may ho considered asagoodset off against
the 8 per cent. Bonds issued by the State, so as to enable llm
said Rniik to relieve its circulation, und other pressing de
mands.
Tlm items of Rail Rond nnd Rank Slock, Ronds and Notes
received from the State, nmoimiing to $'.58,971 51, is con
sidered by lim Committee us a total loss,.with ihe exception
of u claim upon the Riidgn at Macon, for $7,500, mill the
Roods of the Corporation nf Columbus, lur $ 10,850 80, which
may eventually be realised.
The amount which appears on tlio state ol the Rank un
der the head of “ United States Surplus Revenue,” unioimt-
im'to 1,05l.4i2 09, was plneod in llm Centrnl Rank under
a,” Act of tlm Legislntine, passed the 2>th December. 18 .0,
placing Ihe nmouni on deposite, to he loaned out, and to he
refunded from the discounts made therefrom, when culled
for hv the General Government.
In tlm ite.t n to “ Tlm Credit of Individuals,” will lie found
$ 14,2(54 37 remitted by Attorneys, which Ima been placed iu
their individual creait, instead of giving the notes of tlm par
ties liom whom it was collected, the proper credit. This
arises from tlm fact, that in tlmir letters or returns to tlm
Casliii r, they have not specified tlm note or il.dct upon which
llm collections have been made, nnd which should have ro-
coived tlm credit. Such it course is fruiight with injustice to
the parties who have paid, and tire eon tinned to he icpnrled
«s in default, uxid ulsu injurious to the interest of the Bunk.
DISTRIBUTIONS.
It will Im seen by reference In this document,that the stale
of the Rank shows a sin pin- fund on band "f from one him :
di ed to five hundred thnu«iind dollars over and above nil ils
liabilities nt the date of the respective disliibutinns ordered,'
ilo'Wn to the year 183 . That the distribution of $75'i,li()0
or tiered on the Slh day of June, 1840, was nt a period when,
instead of tlm Bunk having a surplus on hand, it was liable
in lie called iipini for the sum of $550,802 73, uiei and above
us cash assets, which, ail led to the iimount of distribution j
ordered, presents u liability of $1, V (J,-!)2 73, which the,
Ra.uk had incurred, to he called iijiou for redemption. >
(t further appears by this dm iiiiieut, that tlm two distribu
tions in tlm year 1847 were ordered imdci the expcrlution
that the Stale would receive its full share nf the surplus rev
enue from the General Government. This amount having |
alien short, tlm Rank had recourse to tlm local hanks of tlm
State for a loan of §488,215 (il, to carry out the distrihu-j
lions so ordered,and subsi queiillv borrowed $400,0(10 iu New
York In enable it to pay oil' a part of llm loan lotlm local 1
banks. A moment’s relied inn, without further comment,
will rcndily show tlm destructive policy of such (inuuciiil up-
