Your Chief Magistrate, Andrew Johnson, has
done and Is doing all he con to restore our oticc

Republicanism on this continent, must
perish, and a conflict inusl inevitably ensue, in
which the sunrcmacy of the Caucasian race will
lie established beyond a doubt. Every Christian
heart must deplore tuid lament such n conflict.—
Yet to establish the great principle of self-gov
ernment, we must nerve ourselves for the fray.—
To contcmplutc this sceue, even in tlie. distance,
is truly appalling but who end elope Ids eyes to
the inevitable tendencies of rampant irresponsi
ble radicalism ? We rely on the enlightened and
patriotic devotion of our conservative brethren
ot the North to the spirit of tho Union iiml the
constitution, hoping mid trusting tbqt its estab
lishment may be permanent ami perpetual.
We cannot close our eyes to the tact that there
still remains n radical fanaticism in the North,
that would subvert the great principles of self-
government, if. not checked, cbnqucred and con
trolled. We must, however, tnke lor our watch
word, “The Union anti the Constitution of our
lathers,”—the “Union" being the paramount
good, and the “Constitution" our guide—aud if
rampant fanaticism should seek to subvert tho
former, or mutilate the luttcr, let us in common
with onr conservative brethren of tho North,
East and West, rally to Die support of the oue
and the defense of tho other, nSsurcd that the In
dissoluble Union ot these States, and free gov
ernment under the constitution as it is, will re
ward our efforts. I mean not to threaten or defy,
but If I understand the spirit of our people North
and South, 1 feel justified in assuming that the
Union ot our fathers is the design nnu purpose
of all patriotic hearts, and thill any purpose to
transfer the power of this government or its con-
frol by constitutional amendments or otherwise
to the Alfrlcnn or negro race, will involve us in a
conflict, which hi comparison with the late
struggle will lie but cldld's play. Humanity
shudders nt the cruelty and barbarity suggested
by the bare mention of hitch n conflict. Tills Is
our land—these tire our homes. Beneath tho soil
on whiejh we tread lie buried our ancestors, and
the graves of our children are not V«t sodded
o’er with grass, and by their sides fain would wo
have our own mortal remains entombed. And
woe lo the men or purty who would disinherit
us of onr birthright, and subvert it to tho uses
and benefit of a foreign and barbarous race.
We must control and govern it under, and in
obedience to the Constitution and “tho laws mode
thereunder,” to tho exclusion of all barbarian
races; but ict us not forget, that the African race,
among us mutt be protected in their pereont and
property; our laws must be wise, jutt and equal,
und our iicoplo must obey them In letter and in
spirit. Farther we cannot go. And if those,
who nssumc to legislate for us in tills question,
will iusist upon turning over our Government to
the African race, wo predict a revolution more

duce sucli a result. If such a contest he forced
upon ns, let us ha prepnred, “lo quit us as men,”
making no wur upon the Union and tho Consti
tution,l>ut upon reckless fanaticism, which would
engulf both iu a common ruin.
Designing and defeated demagogues among
ourselves, and venal nowspnner correspondents
may, by misrepresentations, tan tho flame until a
great lire may he kindled,'and'passion’again 1
usurp tlic throne of reason. Yet I .trust, tlmt our
leoplc, warned by the past, will ns one man ml-
tore to the Union, and the Constitution and Oov-'
ernment ol our fathers.
I have seen nothing in your deliberations on
this floor by word or act, to warrant a thought
that ypu will be uutruo to your obligation to
“support, maintain and defend tho Constitution
