These will be called out yearly by con scription—80,000 men to form part of the active army, and 80,000 will bo comprised in the reserve. Tlio lormor will represent impermanent force of aUuit 410,000 men, whilst the reserve will aiuouot to 434,000 men. The duration of active service, is reduced to six years, as is also llio time of remaining in the reserve. The service in the National Guards will bo three years. Ex oneration from active service will bo maintained, but limited according to the number of engage ments eliected on the preceding years. The re serve will be divided into two portions; the first may bo placed at the disposition of the Minister of War by decree. The National Guards Mo bile, being composed of young men having served in the active army or been instructed in the re serve, will not bo frequently called upon to leave home. Its duty is reserved tor the defense of the tronlicrs, strong places and coasts, at the time when the permanent army and reserve arc on ac live service. Regulatory arrangements will of fer numerous facilities for substitutions. The period for the authorization to contract marriage will lie advanced. Several other propositions coiiid be mentioned, but it is the intention of the government shortly to make known, in a com plete form, the changes which the interests of the country, and the care ot its defense, and of its dignity, have led it to effect in accord with pub lic opinion. TUB EVACUATION OH ROHE. Home is now tree ot French troops, with the exception of a tew companies, which, it is said, will remain for a lew weeks longer in the Eter nal City. An allocution which was addressed by the I’ope to French officers shortly before they de- P irted, shows that his Holiness,and those around him, arc still animated with very hostile footings towards Victor Emanuel. However, it seems pretty certain that Pins IX. will not quit the Eternal City, and it is to he hoped that the Ro man question will incut with natural and peace able solution. Monsieur do Sartigus, our Ambassador at Home, hits, from day to day, been putting oil his journey to the Holy City—a circumstance which lends us to believe that there is some truth for the report that lie is waiting to accompany the Empress and the Prince Imperial in their pil grimage to Rome. iVe cannot, as yet, get at the truth respecting tke long talked-of journey. The place of meeting was the Canafour Bourbon, rather distant from the palace. Tito Empress arrived with the principal guests, in carriages, at about otic o’clock. The Prince Imperial was on iiis ponies, and in full bunting costume. A remarkably tine stag of ten tyres was started, and gave a long run. At last the animal was taken in tiie river Oise, opposite the village of Rive Court. Reing brought back in a vehicle, it was killed at night by torch light, in the court of the palace, where the curee was effected in the usual manner. the ii.tr, d’andohre.
