8ir:—l reply to your letter of the 12th inst.,
that compulsory assessments for grading,(paving,
flagging, sewerage, etc.', imposed by municipal
incorporations, and actually paid by the tax pay
er within the year tor which income tax is paya
ble, maybe deducted,from income.
Very respectfully, Thomas Habland,
Doputy Commissioner.
Little Boy Shot in a Quarrel with a
Playmate.—The Memphis Post ot the, 16th
says: "Wc have received information of a dis
tressing allair which occurred at Somerville,
Fayette county, on Saturday evening last.—
A difficulty occurred between a little son of
Judge Reeves, of the Circuit Court, eleven years
old, and another lad of about the same age, son
ot Dewit Moseby. During the altercation young
Moseby drew a pistol and shot his antagonist,
inflicting a wound from which he has sinco
died. Young Reeves is represented to have
been an unusually bright boy. Both families
are plunged into profound sorrow by the occur
rence. When will parents learn to dlsconten-
ance the carrying of deadly weapons by tlibir
children ?
Stealing uy System.—Recently there was
discovered aud broken up at Norwalk, Con
necticut, a society that was formed for the pur
pose' of carrying out systematically the business
of stealing and secreting and selling the stolen
goods. The society was regularly organized,
with president, secretary and treasurer, nnd was
composed mainly of clerks in nil brandies of
trade. A strict account was kept of the steal
ings of each member, and the value accredited
to him on the society book. Profit enough had
been already secured to enable two families to
visit the Paris Exposition.
Food for the Suffering.— 1 The Savannah
Republican of the 11th says: Maj. T. Watson,
Chief Qartermaster of the Freedmcn's Bureau
in the State of Georgia, was in town yesterday,
tor the purpose of purchasing, under the last
appropriation made by Congress, sufficient food
for the destitute around Macon and in tliut
neighborhood. He purchased, we believe, 7,000
bushels of corn und 61,000 pounds of bacon,
which is only .supposed to constitute a supply
for this mouth.
Valuable Horse.—At the Paris exposition
it is said that a novelty will be on exhibition in
tlie shape ot an artificial horse. The ingenious
ly constructed animal, w hen ready tor the road,
will travel twenty-live miles without slopping,
and afterwards may be wound up in a few mo
ments, so as to go as much further, aud so on in-
lefiniteiy. A horse like this must he a valuable
acquisition', provided it can-be bought as cheap
ly as the noble animal of which it is a copy.
Singular Fact.—One singular fact, says
Vouug’s History of the War, iu connection witli
the deatli of Mr. Lincoln is, that no coroner’s in
quest was ever held on his body; no legal evi
dence taken as to the manner of bis death, nor
was a single person accused o( connection with
it, ever brought into a court of law ; nor is there
to this dny any legal testimony whatever as to
the manner of his death, the cause of it or who
killed him.
Fatal Disease.—A fatal disease termed Me-
lucucgatcs has prevailed for some time past. In
places on Long Island attacks of persons in ro-
tuist health have occurred, and generally proved
lutul iu forty-eight hours. The membrane of
tin: brain and spiuai chord are inflamed, and the
whole muscular system subjected to strong con
traction; reaction and stupor follow, in which
the patient sinks and dies. In every case, so far
as heard from, except one, death has supervened.
Trad. Stevens.—Thud. Stevens was 75 years
•Id on tlie 4111* day of April. During his late
iickness, the Philadelphia Ledger said: We un-
derstaud that Air. Stevens is convinced that this
liL last illness, and that lie is preparing for
alii. At last accounts ho was coming round
igain, with a prospect of his being able to re
lume Ills labors ot love nnd goodness.

Southern Conllseator*.
The Raleigh Standard (Holden’s brgnnj is
rather in favor of confiscation. It snys:
“Mt. Stevbns has solemnly declared that lie
will devote his remaining strength to the work
of confiscation. His influence in Congress is
well known. The grent body of the Northern
people, nnd many of our own people, feel that it
would bo an act of gross and crying injustice to
free the slaves and give them ‘ no lnnds; and
that, to say the least, it would be better that tho
large bodies of land bold by Southern rebels be
cut up into smalt farms for'tlie poor whites and
this colored people. Revolutions never go back
wards, and tills revolution lias not yet run its
course.”
These are tho opinions of one who professes
to be a Southerner. Tho opinions of Northern
men of the correctness of his ideas arc shown
by the following extract from an editorial of the
New York Times, to which we call the especial
attention of our readers:
“The effect ot writing of this character can
not but be mischievous. It introduces a new
clement of uncertainty into the South, intensi
fies its industrial paralysis, and heightens the
distrust which atready deters capitalists from

GROCERIES & PROVISIONS!
W E now have on hand, aud are offering to the coun
try and city trade, 0110 of tho largest stocks of
Groceries and Provisions over brought to this market,
consisting, in part, ol—
embarking in its enterprises. It shows that, in
Ian
the opinion of politicians who claim a peculiar
right to manago affairs, and a peculiar influence !
~ issio
over Congressional action, a sweeping measure
ot confiscation is in itself righteoils, nnd should
be pressed upon the country.
‘Th “
he Standard mis-states the case, when it de
clares that ‘the great body of tile-Northern pen-
jflo’ favor the measure, aud that the influence of
Stevens in Congress is a guarantee of ils ul-

timnto adoption. The personal influence ot Mr.
Stevens we have no inclination to depreciate;
but the last two jessions have abundantly prov
ed that the influence, large as it is, does not eun-
ble him to carry points at varianco with the gen
eral sentiment of the party. We should be sorry
to lose him from the political arena, and are con
tent that he shall ’devote his remaining strengtli
to the work of confiscation,’ because the failure j
of liis efforts iu that regard does not admit of
doubt. The reception accorded to bis contisca- ;
tion bill is evidence of this. It met no response j
in the House, and was postponed indefinitely by :
its author, because an attempt to pass it. would '
havo quickly ended in Us rejection. With all
their radicalism, the majority of members are i

nant to the moral sense nnd the humanity ot tin
North. They know that the ’great body of tile
Northern people’ not only have no desire to
seize the lands of the planters and divide them
among the freedmen, but would frown down such
a project as barbarous, unjust and eminently iin
politic.
“The current opinion at the North flows in a
direction widely different from that on which
the extremists of North Carolina base tiieir cal
culations. Their reasoning is a3 unsound as
their axiom. Revolutions do sometimes 'go
backwards,’ or, rather, their violence sometimes
produces a re-action which undoes tho work and
permanently neutralizes their influence. The
more sensible of the radical journals, recogniz
ing tho imminence of re-action as a consequence
of too violent proceedings, are earnest in their
condemnation of the very measures on which
the Holden faction build their hopes. The Chi
cago Tribune, than which the radicals have few
abler or more influential organs, condemns
confiscation and repudiates it in behalf of
the party. When Mr. Stevens introduced his
bill, the Tribune denounced it as a libel upon the j
Northern peoplo, who want rio measure of ven- I
geanc", and will tolerate none of robbery. The j M
same journal denounces the recent propositions 1 "IAN UFALi U KiiKS
