Flour.—A New York paper of the 14th says: Prices of flour have taken another upward turn. Family flours have advanced uemiyor quite a dollar a barrel in the past three days. The me dium grades are fifty cents higher, and some grades of wheat have advanced twenty cents per bushel. This course of prices seems to be due to the lact that receipts of Southern wheat have thus far fallen far below expectations—amount ing to only a few hundred bushels daily, while the stock of the better grades of flour and wheat have been reduced to a very small compass. Off for Mexico.—Information lias been re ceived at Sheridan’s headquarters that a party of one hundred filibusters, among them some hall dozen deserters from the United States army, have left New Orleans within a day or two, des tined lor Mexico. It is known that they liuve not gone direct to the Bio Grande, and it is sur mised that they go via Havana. The iuformn tion is not, however, regarded as unquestionable. If any party has left, it is reported tlmt it has been done under the cover of emigration to British Honduras. ,' VBar ? Livingstone, the African explorer, is alive and well. The ’Times, of India, in an extra issued June 14th, published the following letter from South Africa: One of the missing Sepoys, 21st regiment na tive infantry, or marine battalion, who accom panied t)r. Republican Hotel.—A aumber of capital ists in Washington, who have grown rich by the fat jobs of the war, contcmplato the erection of a mammoth hotel on Pennsylvania avenue, i some other prominent street, to be called the Re publican hotel, and, as its name indicates, to be the headquarters of Republican Congressmen und Republicans generally who visit the national capital. They have sent a circular to all the Re publican Congressmen asking them to pledge their patronage and influence to tho hotel. , Another War in Europe Threatened.— Trouble is brewing again between France and Prussia. In defiance of tho treaty of London, M. do Bismarck, it would seem, intends to re build the fortifications of Mnntlouis sur Moselle, originally constructed by Vaubau, and which Louis XtV. was compelled to dismantle by the treaty ot Ityswick. Montlouis would he more threatening to France than Luxemburg. Its re construction would account for the readiness with which Prussia abandoned the latter. It is difficult to believe that France will allow Prussia to carry out her designs without saying a word. The Cincinnati Comxiercial.—Some mem bers of tho House who have read the letter of “Mack” in in the Cincinnati Commercial, assert ing that members receive consideration in one form or the other for their votes on measures before Congress, are threatening to ask the appointment ot a commission of inquiry. The author of the letter says lie is prepared to furn ish the “persons and papers” to establish the truth of liis allegations. Sprouts and Briers.—July ami August arc tlie best months for grubbing up sprouts and briars, many ol which, if cut down now will <lie, that would spring up immediately if cut uny other season. if new lands are to he cleared, it is a good time to cut down the undergrowth, too small lor lencing purposes so as to let tho bush dry. The sprouts are leas likely to give trouble, and all work done at the leisure tiino after laying by, is so much saved next winter. Texas.—The Texas papers speak of a general disposition among the farmers of that State to lessen the quantity and improve the quality of the land they cultivate. This change is caused by the scarcity of lubor, which leads to improved cultivation and an increase ol production lroin a given quantity ot land. Tho improvement in the system of cultivation in Texas will ultimate ly extend to all parts of tho South. Journalistic Accuracy.—A French journal gives an amusing illustration ol the lamiliar truth that “ accounts djflor.” By careful study of the Cretuu dispatches it has ascertained that the total loss of tho Turks, during the present in surrection, lias been 1,500,000 men ; oftho insur gents 40 men. A similar computation, founded ii|>on the Turkish dispatches, gives a Cretan loss of 8,000,000 men at tho lowest figure, against a Turkish loss of five. All the passengers vamosed except two gullunt old bachelors, who had weathered many a storm. The Crescent proposes that U the child Is a boy, he be called G»-car; it a girl, Car-o-line, A Bad Rad.—A Radical chap, hailing from Portland, Me., named Frank Dow, lias been seeking Ids fortune in Nashville lor some tiino. Failing lo find it though, lie borrowed a dia mond ring one day last week from a member ol the Hook and Ladder Company, nnd, packing Ids immense baggage in a diugy old carpet-hag, suddenly removed witli the ring. He can learn something lo his interest liy sending Ids address to tho Chief o( Police. “Kekuino her Word.”—Miss Caroline Brew er, aged about seventy years, died in the Alms house in Portland, Maine, on the 28th ult. She lmd been an inmate of the house for the last thirty years, and had not spoken a word in all that time. Having been disappointed in love in early lifo she mado a vow never to speak another word, and she religiously kept her vow till her touguc was paralysed in death. Terrible Disease alono the Yazoo.—A terrible disease, similar to the cholera, 1ms broken out among the freedmen on the plantations along the Yazoo river nud in the lower part of Carroll county, Mississippi. It lias every appear ance ol cholera, hut is confined entirely to the negro population. Eleven of the latter had died within a few days on one plantation, and lesser numbers on others, whilst many of tho negroes are dangerously sick. Blight Mistake.—'The Marietta (Ohio) Reg ister tells a story of a lady who mistook a paper of coarse blasting powder, which had been “laid up on tlie the shelf,” ior onion seed, and threw it into tho cookiug stove. Consequence ; Her stove was in divers pieces, “lying around loose;” her kitchen wiuilow out, nud herself luckily a good deal more frightened than injured. Bho didn’t want anything said about it. Foolish Boy.—A young man residing in Jeller- son county, Vu., haviug tried long nnd vainly to impress his image on tho heart of a gay young makleu, shot himself Sunday week through tho head with a pistol, und is not expected to live.— lie is only nineteen years ol age. We warrant he feels worse about it than tho girl does. .. were in tho wards or precincts, where such voters live, opportunity will bo given to register at the county scats ol their respective coun ties, at a specified time, of which duo notice will ho given; but tlie names of all voters, thus registered, will be placed on tlie lists of voters of their respective precincts. VII. The Boards of Registration will give due notice, so tlmt it may reach ail persons entitled to register, ol tlie date when they will bo in each election precinct; tlie time they will spend in it- and tlie place where tlie registration will bo made ; and upon tho completion of tlie registra- Hon ior each county, the Board of Registration will give notice tlmt they will bo present, for three successive days at the county scat ot sucli county, to register such voters, as have failed to register, or been prevented from registering in their respective precincts, and to hear cvidenco in the cases of voters, rejected by the Registers in tho several precincts, who may desire to pre sent testimony in their own bohalf. VIII. Unless otherwise instructed hereafter, Hoards oi Registration arc directed, in determin- |n g whether applicants to register are legally qniihfied to hold that tho terms “executive and judicial, hi the act of Congress of March 28 181)7, comprise all persons whomsoever, who have held office under the Executive, or Judicial Departments ol tlie State, or National Govern ment—in other words, all officers not legislative, which last are also excluded by tlie act. Tho lists of registered voters, ior each of the precincts, will he exposed in some put,lie place in tlmt precinct, for ten coiiBCcutivo duys, at some time subsequent to tlie completion oi tlie registration for eacli county, and before any elec tion is held, in order tlmt all supposed eases of fraudulent registration nmy be thoroughly inves tigated. Due notice will be given and provision made lor the time and place ior the examination and settlement of such cases. X. Blank books of oaths, required to he tnken by voters, nnd blank registration lists, as also full and detailed instructions for the performance of their duties, will be at once forwarded to the Boards of Registration, appointed in this order, and it is enjoined upon these boards tlmt they proceed to complete the registration with all en ergy und dispatch. XI. The detailed instructions to Registers will designate the member of each board who shall be its President. XII. Violence or threats of violence, or any other oppressive menus to prevent any person from registering his numo, or exercising his po litical rights, arc positively prohibited; and it is distinctly announced tlmt no contract or agree ment with laborers, which deprives them of their wages lor any longer time than that actually con sumed in registering or voting, will be permitted to be enforced against them in this district; and this olleuse, or any previously mentioned in this paragraph, will cause the immediate arrest of the otlendcr and his trial before a military com mission. XIII. Tlie exercise of the right ot every duly authorized voter, under tho late acts of Congress, to register and vote, is guaranteed by the mili tary authorities of this district; nnd all persons whomsoever are warned against any attempt to intcrlere to prevent any man from exercising this right, under any pretext whatever, other than objection by the usual legal mode. XIV. In case of any disturbance, or violence at the places ol registration, or any molestation, of Registers or ol applicants to register, the Board ot Registration will cull upon tlie local civil authorities for a police force, or a posse to arrest the olfenders and preserve quiet, or, il necessary, upon tlie nearest military authorities, wlio are hereby instructed to lurnish tlie neces sary aid.
