As we only bad the word of one Radical against another Radi cal, we were in doubt as to where the truth lay. Now, however, we have the authority of two respectable white men (not Radicals) tor reitera ting the assertion that a secret circular of in structions has been sent from Atlanta to the different counties, discountenancing the candi dacy of negroes, and that the great liody ot the negroes regard these instructions as “ orders" not to run, aud so designate them whenever they nre alluded to. The cry seems to be, “ war tn.the knife and the knite to the hilt” In truth the state of the city morals is very much below par, and calls for a stern en forcement of punishment on tbe offenders oftiie law. The developments at the Mayor's Court lor several days past show a blood-thirstiness among the negroes really starlliug, in addition tr whicli we havo to report two violent casts among the whites. Sunday, a shooting affray occurred at tlic race track, in which one of the parties \. as shot with a pistol through tbe head, the ball going iu at ids forehead and passing out at the top of his bead.
