\Vhercas, a libel hath this day been filed in
the admiralty court of the- United State*, for
the said diitrict, by Archibalds. Bulloch, col*
lector of the port of Savannah, in the district
atcresijdj in behalf of the United State*, atat

ton, whereof one Parker M. f.obb L matter,
now lying in the port ot Savannah aforesa.d.
within the jurisdiction ot ihi. honorable court,
was lately an American *hip, owned by, and
belonging, to, an American citizen or ciateas,
god was • respite red at the district of Bath In
the atate of Massachusetts ; that the said ship
or vessel, now called, the Wellington. was for
Oierly called the Pallas, and salted from some
port or place in the United States to some
foreign port or place in the kingdom of Spain ;
where the said vessel was sold or transferred to
some foreigner or foreigner*, to wit* to a sub-
ject or subjects of the king of Spain, or to
some person or persons for the use and benefit
ot some foreigner or foreigners either in whole
pr in.part i That after such sale or transfer,
the said ship oc vessel ditj return to the Unit
ed States of America, to wit, to the port of Sa.
vannah, in the district aforesaid, where she ar.
rived on-the fifteenth d«y of June in the pre*
sent year sf our Lord one thousand eight hun
dred and fifteen, so owned either io whole or
in part by a subject or citizen of some foreign
prince or state or by sopie person or persons
for the use and benefit of some foreigner
that the said ship or vessel having arrived, as
aforesaid, at the port of Savannah in the dis-
trict aforesaid, on" the fifteenth day of June
aforesaid, and hsving been more than eight
days in the said port, the master or person hav
ing the command of the said ship Wellington
hath not -delivered up to the said Archibald S.
Bulloch, collector ot the port and district of
gkvtnftah aforesaid, the certificate of the regis
try of the said ship obtained under and by
virtue of the laws of the United States, whilst
the said ship was an American vessel and own-
ed by American citizen*; alt which acting)
and doings are in violation of the seventh sec
tion of an act of congress, passed on the thirty
first day of December, one thousand seven huo
dred and thirty two entitled an act concerning
the registering and recording of ships or ves
eels; by reason whereof, and by yirtue_ of the
said act of congress, the said ship Wellington,
With her tackle, apparel and furniture, have
become forfeited to the United Ssates
Now, therefore, you, the said marshal, are
hereby commanded to cite and admonish all
and every person or persons having, or pro
tending to have, any Interest or claim in or to
the said ship Wellington, to be, and appear, a;
a special court of admiralty, to be held at the
Court house in the city of Bavsnnsh, on the
second Tuesday in August next, to answer the
J remise*, and that right and Justice may be
me in this behalf; and whatsoever you shall
do in the premises, certify and make known
to the judge of sa.d coart and have then and
there this writ.
