and all moldings belonging to absent rebels, ex
cepting those now occupied for Depot pur
poses. No furniture or other property will be
removed from any house without special au
thority.
All premises and their contents included in
the foregoing classifications, being considered
for the present as the property of the United
Sffttes, wiff, with the exception of those used by
the Government and Government officials, and
tlio*e assigned without charge to the worthy arid
needy, be rented out for the benefit of the United
States, by Iho Post Quartermaster, to loyal cit
izens, for business and other put poses, at a rea
sonable rate. Occupation in such cases wj;i not
give title to special consideration, nor will any
lease or transfer from a dir-loyal owner be re
spected.

‘ The Department of the South having been
placed within the sphere of this command, and
it Ixnug highly desirable that an uniferm policy
i prevail touching commerce and intercourse with
the inhabitants of the South, the following gen
era! rules and principles will be adhered to un
less modified by law cr the orders of the War
Department:
T Commerce with foreign nations cannot lie
permitted or undertaken until the national au
thority is established to an extent that will give
the necessary courts.and officers to control and
manage *uch matters. Trade will be confined to
« mere barter and sale proportioned to the ite
nerary wants of the army, and of the inlvibi
tants dependant on it for the necessities of life,
and even that trade must i>e kept subject to strict
military control or surveillance.
IT. Trade stores will be perm! i teu at Beaufort,
Hilton Head, Savannah, Fernanda)a, Si, Aegns
tine and Jaikoffvilie, in all the i titles of food
and dcthing, groce'rietv ladies and chilucn goods
generaHj', and articles not contraband of war.
111. To trade is a privilege, and no pa-son
wii-1 he allowed to buy and seß for profit unless
he be a citizen of the United States, and sub
scribe to any legal oath or obLgaiion that ia or
may be prescribed by law; and at. points thi ‘at
oned by an enemy, the officer commanding may
farther exact ae a condition, that the trader shall
himself engage to serve, in some military ca
pacity, to aid i% the defence of the place.
IV. Persons desiring to trade will apply to
the commanding offioer of the Post, anil obtain
his written eonsem, Bpecifying the kind, nature
and extent of the trade, amt when he requires

officer of the Post *«ay appoint some good officer

V. In order that porcfaaees may hv made with
economy, the commanding officer of each Post
will make reports of fcis action in regard to
trade, with the names of trader?, amounts of
goods desired for sale, <fcc., to the commanding
general of the department, who’ will, in like
manner, make full reports' to the Secretary of
the United States Treasury, to the end that he
m:\y instruct the collectors of ports from which
shipments are expected as to the necessary per
mits and clearances. It being utterly impracti
cable th a & general commanding military opei
aTions sfatnld give hr =* personal attention to such
matters, it. is desirable that as much power :ts
possible should be delegated to Post command
ers,. and they should be belli to the strictest ac
count that no trade is permitted injurious to the
military Interests of the United States.
VI. Sales of utotton will be restricted absolutely
to the United States Treasury agents, nnd no
villa in cotton ft bill of sale will'be respected
nw.il after the cotton is sold at New York
tkrantry people having small lots of cotton are
permitted to bring the same in to be exchanged
for food and clothing for their families. The
Quartermaster will set aside a store or ware
house, to which each wagon bearing cotton will,
after entering the military lines, proceed direct,
where an agent of the Treasury Department will
receive arc! weigh. the same, and pay for is the
price fixed in the Bth section of the Act of Con
gress. appioved July % 1834, viz: three-fourths
the value of col ten as quoted in the Now Y'ork
market: and the Secretary of the Treasury is
hereby requested to make appointments oi
agents to carry ont the provisions of said act at
the posts of Hiiton Head, Savannah, Fernancii
na and Jacksonville.
YU. In order that the duties hereby imposed
on commanding officers of Pests may not be
r.esrlected or slighted by the changes incident to
rank six! changes of troops, the Commanding
Gene-id of the Department of the South will ap
point a special officer to command at each of
eaid Posts, with a email garrison, not. lo be
changed without his order; and when oilier
troops, commanded by a senior, are added or ar
rive, the command of the post will not change,
but the additional troope will be encamped near

army and armed bands of robber's, acting
professedly under the authority of the Confede!
rate Government, are hari assing the people of
Georgia and endeavoring to intimidate tfcff-© in
the efforts they are making to secure to them
selves provisions, clothing, security to life and
property, and the restoration of law and good
government in the Bute, it is hereby ordered and
made public:
Ist. That the farmers of Georgia may

Florida, marketing, such as beef, pciL mutton
vegetables of any kind, fish, Ac., as.well as cot
ton in small quantities, and sell the same in open
market, except the cotton, which must be sold In
or through the Trcasmy Agents, tmd may invest

and flour, in any reasonable quantities, groce
ries, shoes and clothing, and articles nn contra
baud ol war, and carry the same back to their

ance and protection in coming and going.

thority, and will be protected by the National*

tants who satisfy the commanding officers that
they are earnestly laboring to that end, must not

but must be protected as for as possible, consist
ent with the military operations. If any farmer
or peaceable inhabitant is molested by the cue

In order that all may understand the import
ance of events, it is proper to revert to the sis na
tii nos affairs in September last. \Ye held At

But we were not thus to be i- cl way by’him,
and jneferred to lead and control events our
selves. Generals Thomas and Schofield, cona
inauding Departments in our rear, returned to
their posts and prepared to decoy General Ilood
into their meshes, whilst we came on to com-'
ph te the original journey. Wo quietly and de
liberately destroyed Atlanta and ail the railroads
which tiie enemy had used to carry on war
against rev occupied his State Capital, and then
captured his commercial capital, which had been
so strongly fortified from the sea as to defy ap
proach from that quarter, -
Almost .it the moment of our victorious entry
into Savannah, came the welcome and expected
nows that our comrades in Tennessee had also
fulfilled.nobly and well their part, had decoyed
General Hood to Nashville, and then turned on
him, defeating his avtny thoroughly, capturing
nearly all bis .artillery, great numbers of jvrison
ers, and were still pursuing the fragments dowu
into Alabama. So complete a success in milita
ry operations, extending over half a continent,is
ar. achievement that, entitles it. to a place in the
military history of the world. The armies serv
ing in Georgia and Tennessee, as well as the lo
cal garrisons of Decatur, Bridgeport, Chattanoo
ga, and Murfreesboro, are alike entitled to the
common honors, and each regiment may in
scribe on its colors at pleasure the words*“Sa
vannah” or “Nashville.’’
The General-in Chief embraces in the same
general success the operations of the cavalry
column under Generals Stoneman and Bur bridge,
and GiJlem, that, penetrates into South-west Vir
§hiia and paralized the efforts of the enemy to
blurb the peace and safety of East Tennessee.
Instead of being put ou the defensive, we have
at all points assumed the boid offensive, and
completely thwarted the designs of the enemies
