General Orders,) No. 166. / It appearing that large quantities of govern ment property have been unlawfully disposed of bv non-commissioned officers and soldiers, in violation of law and of the Army rules and regu lations, it is therefore ordered: That all United States officers commanding posts shall seize all military clothing, blankets, shoes, arms, equip ments, <»nd other such supplies, which have been issued by the government to soldiers, and lost or disposed of by them. And it shall be Incumbent on any person, not a soldier, who may have any such property in his possession, to prove that he has lawfully acquired possession thereof. Such property, when seized, will be turned over to a United States Quartermaster, aDd his receipt in duplicate taken therefor, one of such receipts to be transmitted to the Quartermaster General. The seizure will also be reported to the Adjutant General. All Provost Marshals appointed by the Depart ment will assist in recovering to the United States this description of public property. Commanding officers of companies are remind ed that it is their duty not only to cause soldiers who are guilty of violating the law forbidding th e sale, destruction or negligent loss of clothing, arms, and public property, to be charged on the muster-rolls with all the articles improperly lost or disposed of, but also to enforce such other punishment as the nature of their offence may demand. Saxton, having been assigned by the Major General Commanding the Military Division of the Mississippi, in Special Field Orders, No. 15, current series, dated “In the Field, Savannah, Ga., January 16, 1865,” to the duties of providing for the well being of the negroes, and their location upon the plantations, is “Inspector of Settlements and Plantations, a hereby announced as such, and will be re spected accordingly. District Commanders are hereby directed to afford the necessary Military protection, in ac-, cordance with the above named Special Field’ Orders, copies of which are furnished. _ The limits of the Districts, within which this protection is to be afforded, are defined as fol lows : The Commandant of the Northern District, to settlements on the Islands and coast, as far South as the North Edisto River. The Commandant of the District of Beaufort, from the North Edisto River to Broad River. The Commandant of the District of Hilton Head, to the Islands lying between Broad and the Savannah Rivers. The occupants of buildings will be held re sponsible for the cleanliness of the same, as well as their cellars and outhouses, and sidewalks in front of, and alleys adjacent to them. All rub bish and garbage which accumulates will, each day, be put in boxes in a convenient place for re moval. 11. Keepers of animals will cause the manure which accumulates in their . stables or yards where their animals are kept to be either remov ed outfSde the picket lines; or to he distributed upon such gardens within the lines as are actual ly under cultivation, such distribution being at the consent of the cultivator. 111. The Street Commissioner wili establish such regulations with regard to the removal of accumulations from the city as he sees fit. He is also charged with the duty of causing frequent and careful inspection to be made of the police of the city, and he will report to the Provost Judge any failure to comply with the foregoing para graphs of this order, who will take such action in the case as the circumstances require.
