In the House of Representatives the

so as to create three new standing com
mittees —namely, a committee on ap
propriations, a committee on banks and
banking, and a committee on the Pacific
Railroad, leaving to the Ways and Means
Committee the consideration of all bills
for raising revenue, was discussed for
some time, and finally adopted. The
Miscellaneous Appropriation bill was
taken up and passed. In it is the provi
sion prohibiting trials of civilians by
\ courts martial or military commission
where the civil courts are accessible.
Ship Lawrence.—A Board of Exami
ners to inquire into the cause of the ac
cident to this vessel have been convened
They have made an examination of the
ship and ordered that she be lightened,
brought to the city and hove down for
repairs. A detail of soldiers are at work
pumping the ship. Her situation on the
mud fiat iu Cockspur Roads is as com
fortable as could be expected. The fol
lowing is the report of the Board:
We the undersigned having been ap
pointed to survey the ship “Lawrence,’*
of New York, off Tybee Island, respect
fully submit, that on March Gth, IGGS,
reached the aforesaid ship aground in
the mud, and found five feet of water
in her pump. Recommended the ship
to be discharged to ascertain the extent
of damage.

the undersigned has assumed the General Sub
scription Agency for the sale of United States
1 reasury Notes, bearing seven and three-tentha
per cent, interest per annum, known as the
„ SEVEN-THIRTY LOAN.
Tnese Notes are issued under date of August
lotn, ISo4, and are payable three years from that
time, m currency, or are convertible at the
option of the holder into

GOLD-BEARING BONDS.
These bonds are now worth a premium of nine
per cent., including gold interest from Nov.,
which makes the actual profit on the 7-30 loan, at
current rates, including interest, about ten per
cent, per annum, besides exemption from State
and municipal taxation, which adds from one to
three per cent, more, according to the rate levied
on other property. The interest is payable semi
amiually by coupons attached to each note,
which may be cut off and sold to any bank or
banker.

a premium, as has uniformly been the case on
closing the subscription to other Loans.
In order that citizens of every town and sec
tion of the country may be afforded facilities for
taking the loan, the National Banks, State
Banks, and Private Bankers throughout the
country have generally agreed to receive sub
scriptions at par. Subscribers will select their
own agents, iu whom they,have confidence, and
who only are to be responsible for the delivery of
the Notes for which they receive orders.
